RECOMMENDATIONS:
ADOPT a Resolution approving the Side Letter of agreement between Teamsters, Local 856 and Contra Costa County adding newly established per diem classifications to the MOU and applicable Appendix and modifying Section 49.4 to modify sick leave/paid time off for temporary employees.
FISCAL IMPACT:
The fiscal impact of the action regarding the per diem classifications is variable and depends on how many per diem employees are hired into roles that are eligible for the special pays listed in the Appendix and how many hours each employee works in the specified functions. Currently, the department employs a total of thirteen (13) per diems in the specified classifications and projects an additional cost of up to approximately $5,700 per month based on current usage.
BACKGROUND:
Contra Costa County provides employees with competitive leave benefits. Contra Costa Health Services has historically struggled to cover employee absences and has often had to rely on agency contracts to fill staffing gaps. Recognizing the use of per diem employees as an industry standard in healthcare, Contra Costa Health Services established 17 new per diem classifications, 16 of which are represented by Teamsters, Local 856. These employees may work variable shifts, and as such the MOU and Appendix needed to be modified in order for these employees to be eligible for various special pays, such as shift differentials and hazard pay.
Additionally, the modifications to Section 49.4 ensure that the MOU between Teamsters, Local 856 and Contra Costa County more closely aligns with industry standard sick leave and paid time off for temporary employees.
CONSEQUENCE OF NEGATIVE ACTION:
Per Diem employees will not receive the special pays that non-Per Diem classifications receive. Additionally, temporary employees will not receive the appropriate sick leave benefits in the correct timeframes.

The Contra Costa County Board of Supervisors acting in its capacity as the governing board of Contra Costa County RESOLVES THAT:
Effective upon approval by the Board of Supervisors, the Side Letter of agreement dated May 7, 2026, be ADOPTED.
