Report Title: Contract #76-857 with Napa Solano SANE/SART

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #76-857 with Napa Solano SANE/SART, a non-profit corporation, in an amount not to exceed $504,000, to provide sexual assault examinations at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period April 1, 2024 through March 31, 2026.
FISCAL IMPACT:
Approval of this contract will result in contractual service expenditures of up to $504,000 over a two-year period and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
Due to the limited number of specialty providers available within the community, CCRMC and Contra Costa Health Centers relies on contractors to provide necessary specialty health services to its patients. This contractor will provide sexual assault examination services provided by trained, skilled and licensed examiners for both pediatric and adult victims of abuse. This contractor will partner with CCRMC staff, law enforcement and the County’s Child and Family Services with regard to all matters related to any examination.
This contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this contract to ensure no conflicts with labor relations in December 2023. These contracted services were determined to be exempt from Administrative Bulletin 600.3 solicitation requirements by the Public Works Department’s Purchasing Division.
Napa Solano SANE/SART had been providing services for local law enforcement agencies but did not have a contract in place to provide services for CCRMC, particularly in cases where law enforcement did not initiate the request. It was quickly determined that these services were critical and needed immediately due to internal staffing changes, therefore, the Department is requesting a effective date of April 1, 2024.
Under new Contract #76-857, this contractor will provide sexual assault examination services at CCRMC and Contra Costa Health Centers, through March 31, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the victims of assault would not have access to SANE/SART examinations at CCRMC.
