RECOMMENDATIONS:

APPROVE amendments to the Bylaws for the Juvenile Justice Coordinating Council (JJCC), as recommended by the Juvenile Justice Coordinating Council on June 17, 2026.

 

 

 

FISCAL IMPACT:

There is no fiscal impact associated with this action.

 

 

 

BACKGROUND:

The Juvenile Justice Coordinating Council (JJCC) advises the Board of Supervisors on the development and implementation of a multi-agency juvenile justice plan with several critical components to specifically target at-risk juveniles, juvenile non-governmental organizations engaged in activities designed to reduce juvenile crime and delinquency countywide through information sharing and appropriate data outcomes.

 

On June 17, 2026, the Juvenile Justice Coordinating Council (JJCC) approved a series of revisions to the bylaws. These changes impact several sections and articles, as outlined below.

 

Article II - Membership

Section A. Line 13 revised to add (4)
Section A, Line 14 revised to add (2)
Section A, Line 15 revised to add (2)

 

Section B. Terms of Office:
Includes a new paragraph and split into two paragraphs:

 

1.                     Ex Officio Members: Ex Officio members shall serve during their terms of office. Notification of changes to Ex-Officio Membership must be confirmed in writing by the Ex-Officio member to the Probation Chief, and received prior to publication of the public agenda, in order for new Ex-Officio members to serve in an active role in JJCC or subcommittee meeting capacity.

 

2.                     Members Appointed by the Board of Supervisors: Members appointed by the Board of Supervisors shall serve a term of two years. Terms shall commence on fixed dates of either July 31, or December 31.

 
Section B. Paragraph 1: Revised to use a lowercase “s” in the word “subcommittee.”

Section D. Vacancies: Revised as follows:

The new paragraph below has been removed from Section D, revised and information has been added to Section B paragraph 2:

 

To ensure clarity and consistency, all terms for appointed seats will be set to fixed dates: July 31st and December 31st, every two years. Term lengths for ongoing recruitment and for any seats requiring extensions will be adjusted to align with these new term dates, which will occur every two years thereafter.

 

Section F. Alternates: Revised to use a lowercase “s” in the word “subcommittee.”

 

Section G. Training Requirements: Number 1. Revised as follows:

 

1.                      Members and alternates must view the following training videos within 90 days of appointment:

                     Implicit Bias Training has been added to the requirements.

 

Article III - Structure

Section B. Other Committees: Revised to Subcommittees:

 

Section B. Numbers 1, 3, 7, 8, 9, 10, 11, and 12 have been revised as follows:

                     Number 1: Subcommittees must be established via a simple majority vote.

                     Number 3: Subcommittees are limited to no more than nine (9) members, so as not to exceed a majority of the Council.

                     Number 7: Revised to use Subcommittees in both instances of the word “The Subcommittee.”

                     Number 8: Revised as follows: For each regularly scheduled subcommittee meeting, subcommittee members shall confirm whether they will be attending the subcommittee meeting at least two (2) business days before the meeting is scheduled to take place. Regularly scheduled subcommittee meetings will only be held if a sufficient number of subcommittee members to establish a quorum confirm their attendance at least two (2) business days in advance of the meeting.

                     Number 9: Revised as follows: If a quorum cannot be established for two (2) consecutive subcommittee meetings-whether because an insufficient number of subcommittee members fail to confirm their attendance in advance of a scheduled meeting, or otherwise-the validity of maintaining the subcommittee will be placed on the next agenda for the full Council.

                     Number 10: Revised as follows: Each subcommittee will function with a subcommittee chair(s). Subcommittee chairs will be elected by their respective subcommittee.

 

                     Number 11: Revised as follows: Subcommittee chairs, or their designees, are expected to devote four (4) to eight (8) hours to subcommittee work each month in which a subcommittee meeting is scheduled. Such work shall include, but is not limited to, the following: participating in preparation meetings; creating, editing and/or reviewing meeting materials; developing agendas; convening necessary working groups; and ensuring compliance with the Bylaws of the Council.

                     Number 12: Revised as follows: Subcommittee members, including subcommittee chairs, who are absent from two (2) consecutive subcommittee meetings may be replaced or removed from the subcommittee by a majority vote of the subcommittee. 

 

Article IV - Meetings

A.                     Section C. Quorum: Revised as follows: A quorum of the Council shall be a majority of the total number of authorized positions on the Council, not a majority of the total number of filled positions on the Council. Likewise, a quorum of a subcommittee shall be a majority of the total number of authorized positions on the applicable subcommittee, not a majority of the total number of filled positions on the applicable subcommittee.

 

Attached are the redlined changes to the bylaws, along with a clean version of the changes.

 

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the recommended changes are not approved, the amendments recommended by the Juvenile Justice Coordinating Council would not be formally accepted by the Board of Supervisors.
