Referral History:
The Affordable Housing Finance Committee (AHFC) advises the Board of Supervisors on the annual allocation of HOME Investment Partnership Program (HOME), Community Development Block Grant (CDBG), Measure X Housing, and Permanent Local Housing Allocation (PLHA) funds for affordable housing development in Contra Costa County. It typically convenes once annually in the spring to review staff’s recommendations for project funding of applications received through a public request for proposals process. Occasionally there is a second special meeting midway through the fiscal year to reallocate funds as needed.
The Board of Supervisors adopted the Bylaws of the AHFC (Attachment A) on March 2, 2021. The AHFC consists of seven seats, including:
• Three city representative seats (one from each sub-region of the County, currently residing in an incorporated city); and
• Three County representative seats (one from each sub-region of the County, currently residing in an unincorporated area of the County); and
• One Community/At-Large representative seat (currently residing in the County, either incorporated or unincorporated).
Nominations for AHFC representatives are solicited by the Department of Conservation and Development, reviewed by the Internal Operations Committee (IOC), and referred to the Board of Supervisors for approval. The AHFC terms are for three years. All AHFC members must reside in Contra Costa County. Due to the technical nature of the AHFC’s charge all members are required to have professional experience in the field of affordable housing finance, design, development, or property management. Members may be retired or active affordable housing professionals.
Referral Update:
Current Status of Prior Annual AHFC Meetings -
1. The 2025 annual AHFC meeting was scheduled for May 20, 2025; however, the meeting was unable to be held due to lack of quorum of committee members. There was not another day that was available for all AHFC members to reschedule an additional meeting prior to the Board meeting on Tuesday, June 24, 2025, where all federal and local funding recommendations were considered for approval.
2. The 2024 annual AHFC meeting was scheduled for June 5, 2024; however, the meeting was unable to be held due to lack of quorum of committee members. There was not another day that was available for all AHFC members to reschedule an additional meeting prior to the Board meeting on Tuesday, June 25, 2024, where all federal and local funding recommendations were considered for approval.
3. The 2023 annual AHFC meeting was scheduled for April 10, 2023. The meeting did not meet committee quorum requirements and had to be rescheduled for a later date. The meeting was rescheduled for April 17, 2023, but once again did not meet quorum requirements and had to be rescheduled for a later date. A successful AHFC meeting was able to be held on April 21, 2023.
Current Status of Representative Appointments - Attachment B displays the AHFC current membership. As of June 30, 2025, there are four vacant committee representative seats. The East County Unincorporated representative has been vacant since June 2023, and the West County City representative has been vacant since June 2024. The Central County City representative and Community/At-Large representative terms expired as of June 30, 2025. There is a separate item on today’s agenda to consider applicants for the Community/At-Large Representative seat, which would leave three remaining vacancies. The Department of Conservation and Development recruited for the vacancies, receiving eight applications. No qualified applications were received for the vacant West County City Representative seat, the vacant East County Unincorporated Representative seat, or for the vacant Central County Unincorporated Representative seat.
With six months until the next annual AHFC meeting, DCD staff provides this update to the IOC on the AHFC's status along with recommendations for improving its purpose and efficacy. These suggestions, subject to IOC direction and further study, could include various adjustments:
• Revise the adopted bylaws to amend the AHFC regular meetings to up to four times a year, with the scheduled meeting dates/times included in the Bylaws.
• Reduce the number of representative seats from the current seven to five representative seats, one per County Supervisorial District, and no longer tied to members residing within a city limit/unincorporated community.
• Revise the organization of the representative seats to five representative seats, one per County Supervisorial District, and add one Community/At-Large Representative seat keeping the total seats at seven.
• Add language in the bylaws to address issues with current filled representative seats not attending AHFC meetings by adding language that absences, excused or unexcused, from the regularly scheduled AHFC meeting in any 12-month period will warrant inquiry from AHFC Committee Staff as to ability and interest of the individual in continuing to serve as a member of the AHFC.

RECEIVE report on current status of the Affordable Housing Finance Committee and CONSIDER directing staff to return with recommendations to revise the adopted bylaws of the Affordable Housing Finance Committee.
