Report Title: Request for Qualifications for Federal D. Glover Community Wellness Network Lead Entity

RECOMMENDATIONS:
AUTHORIZE the Co-Directors of the Office of Racial Equity and Social Justice to release, in substantial form, a Request for Qualifications to solicit submissions of qualifications from local agencies, organizations and collaborative groups qualified to serve as the Lead Entity for the development and implementation of the Federal D. Glover Community Wellness Network.

BACKGROUND:
On August 12, 2025, the Board of Supervisors approved the final implementation plan for the African American Holistic Wellness and Resource Hub. At the time, the Board of Supervisors approved the establishment of the Transitional Community Advisory Body (TCAB) for the African American Holistic Wellness and Resource Hub (AAHWRH) to support the AAHWRH development during Phase 1 by providing guidance to ORESJ in the procurement of an independent lead entity who will oversee implementation and coordination. The TCAB
has held monthly meetings since October 2025.
In January 2026, the TCAB recommended adopting a new name for the initiative, the Federal D. Glover Community Wellness Network, to honor the late Supervisor Federal Glover’s leadership and support for the project, and to align with the community’s vision that the wellness initiative serve as a countywide web of community-based providers, county agencies and local jurisdictions working collaboratively to address intersectional health and wellness issues that impact vulnerable Black/African American communities. On December 8, 2025, the TCAB reviewed the role of the Lead Entity in developing and implementing the Federal D. Glover Community Wellness Network. At the January 12, 2026 meeting, TCAB members reviewed the first draft of the Request for Qualifications (RFQ) to solicit a Lead Entity to develop the Glover Wellness Network and established Ad Hoc Workgroups to meet before their next meeting to provide additional feedback. The Equity Committee received the TCAB’s recommendation at their January 26, 2026 meeting.
At the February 9, 2026 TCAB meeting, the Ad Hoc Workgroups reported out their review findings and feedback for the subsequent draft. ORESJ staff incorporated TCAB feedback and presented a final draft to the TCAB at their March 9, 2026 meeting at which time it was approved and moved forward to the Equity Committee. The Equity Committee moved the RFQ forward to the BOS for the March 31, 2026 meeting. At this meeting, Supervisor Scales-Preston requested the removal of the RFQ for further edits to bifurcate the procurement process into two phases. Phase 1 will include receiving qualifications from interested parties for evaluation and determination for inclusion on a Qualified Vendors List. Phase 2 will draw detailed Lead Entity proposals from the Qualified Vendors List, from which a final candidate for Lead Entity will be selected to contract. TCAB received the revised RFQ at its May 11, 2026 meeting. The Equity committee reviewed and approved the revised RFQ at its May 18, 2026 meeting and directed staff to forward the final RFQ for BOS approval at the June 9, 2026 meeting.
CONSEQUENCE OF NEGATIVE ACTION:
A negative action will cause a delay in acquiring a Lead Entity to develop and implement the Federal D. Glover Community Wellness Network.
