RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract #72-028-23 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), a non-profit corporation, in an amount not to exceed $300,000, to provide housing advocacy services for County residents diagnosed with HIV, for the period from July 1, 2025 through June 30, 2026.
FISCAL IMPACT:
Approval of this Contract will result in annual service expenditures of up to $300,000 and will be funded as budgeted by the Department in FY 2025-26 100% by Federal Housing Opportunities for Persons with AIDS (HOPWA)
BACKGROUND:
This Contract meets the social needs of the County’s population by providing housing advocacy and navigation services for county residents diagnosed with HIV. Contractor has been providing these services since March 1, 2012.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. The Public Health’s Quality Management, Utilization Management and Contract Monitor staff meet on a regular basis to ensure monitoring and performance measures in the contract are upheld. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. This Contractor was approved by the Public Works Department’s Purchasing Division on April 28, 2025.
On July 9, 2024, the Board of Supervisors approved Contract #72-028-22 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), in an amount of $300,000 for the provision of housing advocacy and navigation services for County residents diagnosed with HIV, for the period July 1, 2024 through June 30, 2025.
Approval of Contract #72-028-23 will allow the Contractor to continue providing housing advocacy services through June 30, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, County residents with HIV will not receive housing advocacy services from this Contractor.
