Report Title:                     Contract Amendment with RDA Consulting

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute amendment with RDA Consulting, to extend the term from June 30, 2026, to September 30, 2026, with no change to the payment limit of $551,420, to continue providing support for the 2026 Juvenile Probation Report.

 

FISCAL IMPACT:

This request has no additional fiscal impact, as it is only to extend the term of the contract for an additional three (3) months. This contract is funded by an approximate combination of 67% General Fund ($367,075) and 33% Juvenile Justice Crime Prevention Act (JJCPA) ($184,345) funds.

 

BACKGROUND:

RDA Consulting (RDA) is a mission-driven, employee-owned, majority women-managed social purpose corporation that provides a full range of services, including strategic planning, assessment, applied research, program evaluation, implementation support, organizational development, and data system development.

 

Over the course of its partnership with the Department, RDA has developed extensive knowledge of Probation operations, expanding its support from juvenile-focused functional areas to other areas across the Department. While the existing contract encompasses multiple technical assistance and support functions, this no-cost contract extension is requested solely to allow RDA to complete the 2026 Juvenile Probation Report.

 

The 2026 Juvenile Probation Report is a mandated report that is produced once every five years. Significant changes in the juvenile justice landscape over the past five years have required additional research, analysis, and stakeholder engagement, resulting in a longer completion timeline than originally anticipated. The requested no-cost extension will provide sufficient time to finalize and deliver the report without increasing the contract amount.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If unapproved, the Probation Department will not have the necessary support to successfully complete the report.
