RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-605-6 with Aurrera Health Group, LLC, a limited liability company, in an amount not to exceed $250,000, to provide consultation and technical assistance services to Behavioral Health Services Division (BHSD) Director in regard to Department of Health Care Services (DHCS) welfare and institution code requirements associated with behavioral health providers for the period from September 1, 2025 through August 31, 2026.
FISCAL IMPACT:
Approval of this Contract will result in annual expenditures of up to $250,000 and will be funded as budgeted by the department in FY 2025-26, by 75% Federal Medi-Cal and 25% Mental Health Realignment funds.
BACKGROUND:
This Contractor provides consultation and technical assistance services to the BHSD, with regard to claim procedures, contract compliance, provider compliance and communication. Consulting is essential to ensure that BHSD in meeting Department of Health Care Services (DHCS) welfare and institution codes. This Contractor has been a part of the the BHSD Provider Network providing consultation and technical assistance services fostering a deep understanding of the BHSD’s organization’s mission, values, and long-term objectives since September 1, 2019.
This Contract is entered into under and subject to the following legal authorities: California Government Code 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This Contractor was approved by Public Works Department on August 20, 2025.
In June 2024, the Purchasing Services Manager executed Contract #74-605-5 with Aurrera Health Group, LLC, in an amount not to exceed $100,000, for the provision of consultation and technical assistance to the BHSD Director, for the period September 1, 2024 through August 31, 2025.
Approval of Contract #74-605-6 will allow the Contractor to continue to provide consultation and technical assistance services through August 31, 2026. This Contract is delayed due to the division not receiveing the necessary documentation from the Contractor in a timely manner.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, BHSD will not receive the benefits of compliance consultation from the Contractor and state mandated requirements will not be met.
