RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an agreement with First 5 Contra Costa Children and Families Commission in an amount not to exceed $1,000,000 to provide childcare provider training services for the period July 1, 2025 through June 30, 2027.
FISCAL IMPACT:
100% funded by County Measure X funds of which 50% has been budgeted in FY 2025-26 and 50% will be budgeted in FY 2026-27.
BACKGROUND:
On 2/22/22 (D.2, attachment A.5), the Board identified “Supporting Children with Disabilities” as a priority and approved an ongoing annual allocation of $450,000 from sales tax revenues generated through Measure X.
On 6/27/23 (C.85), the Board of Supervisors approved an Interagency Agreement in the amount of $810,000 for the term 5/1/23 to 4/30/25 with First 5 Contra Costa Children and Families Commission to support the implementation of a three-year comprehensive plan to enhance services for children (ages 0-5) with disabilities by assisting providers with professional development, inclusion toolkits, and on-site consultations. On 4/28/25 (C.25), the Board approved an extension to a new term end date of 6/30/25 with no change to the payment limit.
This action is to renew the Interagency Agreement for two (2) years, to continue to build inclusive early learning environments for children ages 0–5 with disabilities or socio-emotional concerns. In addition to ongoing provider training and on-site consultation, the updated service plan expands access to materials and translation resources, introduces flexible mini-grant strategies, and launches a countywide early childhood mental health consultation program.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved, the County will be unable to complete the implementation of the comprehensive plan, potentially delaying or limiting support for providers serving young children with disabilities.
CHILDREN’S IMPACT STATEMENT:
This agreement supports three of Contra Costa County’s community outcomes from the Children’s Report Card: Outcome 1. “Children Ready for and Succeeding in School”; Outcome 4. “Families that are Safe, Stable, and Nurturing”; and Outcome 3. “Families that are Economically Self-Sufficient.”
