RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #76-681-9 with GE Precision Healthcare LLC, a limited liability company, effective November 1, 2025, to amend Contract #76-681-7, as amended by Contract #76-681-8, to increase the payment limit by $961,105, from $4,573,480 to a new payment limit of $5,534,585, for additional maintenance and repair services for medical imaging equipment and systems at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers with no change in the term ending January 31, 2030.

FISCAL IMPACT:

Approval of this Amendment will result in additional expenditures of up to $961,105 and will be funded 100% by Hospital Enterprise Fund I.

BACKGROUND:

CCRMC has been contracting with GE Precision Healthcare LLC, since January 2020 to provide maintenance and repair services to various medical imaging equipment and systems located at CCRMC and Contra Costa Health Centers. Medical imaging equipment/systems are technology driven and need to be serviced by service engineers who are specialized and meet standards for servicing these units. Contractor’s service engineers are qualified and trained on the imaging equipment/systems manufactured by General Electric Healthcare. Ninety (90%) percent of the imaging equipment/systems are manufactured by General Electric Healthcare. Contractor has a large workforce which enables them to provide timely and efficient service support.

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. CCRMC’s Quality Management, Utilization Management and Contractor Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. This Contractor was approved by the Public Works Department’s Purchasing Agent on October 15, 2024.

On January 21, 2025, the Board of Supervisors approved Contract #76-681-7 with GE Precision Healthcare LLC, A GE Healthcare Business, in an amount not to exceed $4,227,333 for the provision of maintenance and repair services to various medical imaging equipment and systems located at CCRMC and Contra Costa Health Centers for the period January 29, 2025 through January 31, 2030.

On April 15, 2025, the Board of Supervisors approved Amendment Agreement #76-681-8 with GE Precision Healthcare LLC, effective January 29, 2025, to increase the payment limit by $346,147 to a new payment limit of $4,573,480 for additional maintenance and repair services for medical imaging equipment and systems at CCRMC and Contra Costa Health Centers with no change in the term.

Approval of Contract Amendment Agreement #76-681-9 will allow the Contractor to provide additional maintenance and repair services for medical equipment and systems through January 31, 2030. This Amendment is retroactive due to negotiations regarding Contract language, Contractor’s legal counsel review, and the CCRMC’s need to ensure all terms were clearly defined to prevent future invoice disruptions.

CONSEQUENCE OF NEGATIVE ACTION:

If this Amendment is not approved, County will not receive additional maintenance and repair services of mammography medical equipment and patients will have a longer wait time to receive mammography services.
