Report Title:                     Amendment to Purchase Order with Hologic Sales and Service, LLC

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, an amendment to purchase order #29236 with Hologic Sales and Service, LLC to extend the term from January 16, 2026 through January 16, 2027, with no change to the original payment limit of $1,000,000 for purchase of laboratory testing supplies, testing reagents and kits for Influenza and Candida auris screening, as well as HIV, Hepatitis B, and Hepatitis C viral loads at the Contra Costa Public Health Laboratory.

 

FISCAL IMPACT:

Approval of this action will result in expenditures of up to $1,000,000 through January 16, 2027, and is funded by Hospital Enterprise Fund I revenues.

 

BACKGROUND:

The Contra Costa Public Health Laboratory has used equipment and reagents from Hologic Sales and Service, LLC formally known as Hologic, Inc. since 2015. Routine diagnostic testing is performed on Hologic instrumentation on a daily basis and allows for high-volume screening.

 

On October 24, 2023, the Board of Supervisors approved agenda item C.29 to execute purchase order #29236 with Hologic Sales and Service, LLC and related agreement amendment for the purchase of testing reagents, kits and related laboratory testing supplies for the period form October 1, 2023 through September 30, 2024. The agreement amendment effective September 5, 2023 automatically renews on an annual basis unless either party provides written notice of its intent not to renew.

 

On September 24, 2024, the Board of Supervisors approved agenda item C. 67 to execute an amendment to purchase order #29236 with Hologic Sales and Service, LLC to extend the term through September 30, 2025 with no change to the original payment limit of $1,000,000 for the purchase of laboratory testing supplies, reagents and kits.

 

On April 15, 2025, the Board of Supervisors approved agenda item C.54 to execute an amendment to purchase order #29236 to extend the term through January 16, 2026, with no change to the payment limit of $1,000,000, and execute Amendment No. 5 to the Master Terms and Conditions Agreement to reduce the unit price of the Hepatitis B Virus quantitative detection assay.

 

Due to an increase in the variety and amount of testing performed on the Hologic instruments, the laboratory team has determined that an expanded purchase order is necessary. This adjustment in purchasing has resulted in a delay in processing the extension request. On March 23, 2026 the Purchasing Agent approved the continued use of Hologic Sales and Service, LLC.

 

Approval of this action will allow for the continued purchase of test menu reagents and kits for the detection of Candida auris, Herpes Simplex Virus (HSV) 1 & 2, HIV viral load, HCV viral load, HBV viral load testing, and SARS-CoV-2/Influenza/RSV screening at the Contra Costa County Public Health Laboratory through January 16, 2027.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Public Health Laboratory will be unable to purchase the test reagents to perform regular screening and viral load testing when necessary.
