RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #23-896 with Justin Walden 3 LLC, a limited liability company, in an amount not to exceed $835,200, to provide consultation and technical assistance to the Contra Costa Health (CCH) Information Systems Unit in support of Contra Costa Health’s ccLink Electronic Health Record (EHR) system, for the period May 1, 2026 through April 30, 2029.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $835,200 over a three-year period and will be funded 100% by Hospital Enterprise Fund I.
BACKGROUND:
The CCH Information Systems Unit is responsible for data analytics concerning information system development and management to support CCH decision-making, by performing complex analyses that manage and improve existing reporting systems. The consultation and technical assistance provided by this Contactor includes the Contractor utilizing industry best practices for business software applications, report writing and data analytics. These services provide Epic system design, build, configuration, workflow optimization, testing, reporting, and long-term system maintenance to meet the needs of the CCH Information Systems Unit.
This Contract is entered under and subject to the following legal authority: California Government Code § 31000. This Contractor was approved by the Public Works Department’s Purchasing Division on October 6, 2025. The Contractor’s service contract deliverables will include providing data warehouse optimization, interactive dashboard development, reporting, compliance, collaboration, and technical guidance and support. This Contract was approved by CCH Personnel to ensure there is no conflict with labor relations.
Approval of this Contract #23-896 will allow the Contractor to provide consultation, application, system configuration, integration, and optimization support to EHR initiatives and ensure ongoing system stability and compliance for the CCH Information Systems Unit through April 30, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, County will not have access to Contractor’s expertise in Contra Costa Health’s Epic system, handling of complex integrations, and technical issues, which could negatively impact the ccLink EHR’s system stability.
