RECOMMENDATIONS:

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Freschi Air Systems, LLC in an amount not to exceed $650,000 for HVAC preventative maintenance for the period June 1, 2026 through May 31, 2028.

 

 

FISCAL IMPACT:

Budgeted. 100% CCCFPD General Operating Fund.

 

 

BACKGROUND:

Contra Costa County Fire Protection operates more than 30 fire stations, in addition to multiple administrative facilities located throughout Contra Costa County. To support continuous, 24/7 operations, the District requires a comprehensive HVAC preventative maintenance contract to ensure that all facilities maintain safe, reliable, and comfortable working environments for firefighters and administrative personnel.

 

Routine preventative maintenance of HVAC systems is essential to minimizing unplanned equipment failures, reducing operational downtime, and ensuring consistent system performance across all facilities. In addition, this proactive maintenance approach supports the early identification and correction of potential issues, thereby extending the useful life of existing equipment and protecting the District’s assets.

 

Approval of this maintenance contract will help ensure that all District facilities remain properly conditioned, operationally reliable, and capable of supporting the health, safety, and efficiency of District personnel.

 

The vendor was selected through a formal Request for Proposal (RFP) process and awarded by the Fire District on March 26, 2026. This agreement represents the District’s initial contract with the vendor. Subject to satisfactory performance and continued alignment with District requirements, the District may consider extending the agreement upon expiration of the initial term.

 

The Agreement between CCCFPD and Freschi Air Systems contains additional terms and conditions that include both limitation of liability and indemnification language. 

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the District will be exposed to an increased risk of HVAC system failures, resulting in unplanned equipment downtime and potential disruption to essential fire station and administrative operations.
