Report Title: Approval of Contract #26-242-11 with Alert Building Maintenance, Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute, on behalf of the County, Contract #26-242-11 with Alert Building Maintenance, Inc., a corporation, in an amount not to exceed $350,000, to provide window washing and maintenance services at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period November 1, 2025 through October 31, 2028.
FISCAL IMPACT:
Approval of this Contract will result in annual budgeted expenditures of up to $350,000 over a three-year period and funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
The County has been contracting with the Contractor since August 2015 to provide window washing, pressure washing, power steam washing and maintenance services at CCRMC and Contra Costa Health Centers. The services will include all interior and exterior windows and other surfaces.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Following a Request for Proposal (RFP), this Contract was awarded to Alert Building Maintenance, Inc. by Public Works Department on September 15, 2025.
In May 2023, the County Administrator approved and the Purchasing Services Manager executed Contract #26-249-9 with Alert Building Maintenance, Inc., in an amount not to exceed $190,000, to provide window washing and maintenance services at CCRMC and Contra Costa Health Centers, for the period July 1, 2023 through June 30, 2025.
In August 2024, the Purchasing Services Manager executed Contract Amendment #26-249-10, with Alert Building Maintenance, Inc., effective May 1, 2024, to modify the fee schedule with no change to the original payment limit of $190,000 or term ending June 30, 2025.
Under Contract #26-242-11, Contractor will provide window washing, pressure washing, power steam washing and maintenance services for the period November 1, 2025 through October 31, 2028.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, CCRMC and Contra Costa Health Centers will not receive Contractor’s window washing and maintenance services needed in order to comply with the Occupational Safety and Health Administration (OSHA) and The Joint Commission standards.
