RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff-Coroner, a purchase order with North American Rescue, LLC, in an amount not to exceed $297,100, ACCEPT a Terms and Conditions for the purchase of medical training mannequins and related training aids for the Office of the Sheriff’s Patrol Division for the period July 1, 2026, through June 30, 2027.
FISCAL IMPACT:
Approval of this request will result in a payment of up to $297,100 and will be funded 100% by the General Fund.
BACKGROUND:
The Sheriff’s Office is seeking to purchase multiple medical training mannequins and related training aids designed to enhance deputies’ ability to respond to serious medical emergencies. Deputies are often among the first public safety personnel to arrive at critical incidents, yet opportunities for hands-on medical training can be limited. These training aids will allow deputies to participate in realistic, scenario-based exercises and practice essential lifesaving skills in a controlled training environment.
The equipment will provide deputies with practical experience treating traumatic injuries and other serious medical conditions they may encounter in the field. Repeated hands-on training will help improve confidence, decision-making, and proficiency when providing immediate care until emergency medical personnel arrive.
Acquiring these medical training materials will strengthen operational readiness and better prepare deputies to respond effectively during critical incidents. Providing realistic and consistent training opportunities will help ensure personnel are prepared to deliver timely and effective lifesaving care when it is needed most.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, it would limit the Sheriff’s Office’s ability to provide deputies with realistic, hands-on training for serious medical emergencies and traumatic injuries.
