Report Title: Cancellation Agreement #77-506-4 and Contract #77-506-5 with Family Spring Psychology, P.C.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, as follows: (1) Cancellation Agreement #77-506-4 with Family Spring Psychology, P.C., a corporation, effective at the end of business on June 30, 2026; and (2) Contract #77-506-5 with Family Spring Psychology, P.C., a corporation, in an amount not to exceed $500,000, to provide behavioral health psychology therapy treatment services for Contra Costa Health Plan (CCHP) members and County recipients for the period July 1, 2026 through June 30, 2028.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $500,000 over a 2-year period and will be funded 100% by CCHP Enterprise Fund II revenues.
BACKGROUND:
CCHP has an obligation to provide certain behavioral health psychology therapy treatment services for its members under the terms of their Individual and Group Health Plan membership contracts with the County. This Contractor has been a part of CCHP Provider Network providing behavioral health psychology therapy treatment services and fostering a deep understanding of the CCHP organization’s mission, values, and long-term objectives since January 1, 2023.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor will cooperate with and participate in CCHP’s Quality Management Program which consists of quality improvement activities to improve the quality of care and services and member experience. Cooperation includes collection and evaluation of performance measurement data and participation in the organization’s clinical and service measure Quality Improvement Programs. These contracted services were determined to be exempt from Administrative Bulletin 600.3 solicitation requirements by the Public Works Department’s Purchasing Division.
On December 17, 2024, the Board of Supervisors approved Contract #77-506-1 with Family Spring Psychology, P.C., in an amount not to exceed $300,000, for the provision of behavioral health psychology therapy treatment services for CCHP members and County recipients, for the period January 1, 2025 through December 31, 2027.
On October 7, 2025, the Board of Supervisors approved Contract Amendment #77-506-2 with Family Spring Psychology, P.C., effective January 1, 2026, to meet the regulatory mandate of Department of Health Care Services (DHCS) and Center for Medicare and Medicaid Services (CMS), to implement a Dual Eligible Special Needs Plan (D-SNP) with no change in payment limit of $300,000 or term.
On February 10, 2026, the Board of Supervisors approved Contract Amendment #77-506-3 with Family Spring Psychology, P.C., effective February 1, 2026, to increase the payment limit by $120,000 to an amount not to exceed $420,000, for the provision of additional behavioral health psychology therapy treatment services for CCHP members and County recipients, with no change in the term.
In consideration of the Contractor’s agreement to continue providing behavioral health psychology therapy treatment services, both parties have agreed to re-negotiate the Contract payment provisions and the term to reflect the intent of the parties. Therefore, the department and Contractor have agreed to (1) mutual cancellation of the current Contract in accordance with General Conditions Paragraph 5 (Termination) of the Contract and Cancellation Agreement #77-506-4 will accomplish this cancellation, and (2) establish a new Contract with the correct terms and conditions for the next two years.
Approval of new Contract #77-506-5 will allow the Contractor to provide behavioral health psychology therapy treatment services to CCHP members and County recipients, for the period July 1, 2026 through June 30, 2028.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved certain specialized behavioral health psychology therapy treatment services for CCHP members under the terms of their Individual and Group Health Plan membership contracts with the County will not be provided and may cause a delay in services to CCHP members.
