Report Title:                     Community Impact Fund Allocation - Supervisorial District 1

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

 

1.                     APPROVE allocation of Supervisorial District One Community Impact Funds in the aggregate amount of $1,000,000 to the nonprofit entities as listed in Attachment A.

 

2.                     APPROVE and AUTHORIZE the District One Supervisor, or designee, to enter into contracts related to the allocation of Community Impact Funds listed in Attachment A.

 

FISCAL IMPACT:

In June 24, 2025, the Board indicated a desire to allocate $1 million per Supervisorial District from COVID-19 FEMA Reserve funds (now General Fund Appropriation for Contingencies) for direction by each District Supervisor following a community engagement process within each Supervisorial District.

 

Subsequently, on July 8, 2025, the Board allocated $15,000 per District to fund the costs of a community engagement process to gather input into how to allocate the $1 million per district. The $15,000 per District amounts are in addition to the $1 million per District allocations.

 

This Board action results in a new allocation of $1 million in Community Impact Funds to the nonprofit organizations listed in Attachment A.

 

BACKGROUND:

In June 2025, the Board of Supervisors allocated $5 million to create the Contra Costa Community Impact Fund, with $1 million designated for each Supervisorial District. To gather input in determining how to spend this fund, the Board of Supervisors/County Administrator’s Office launched a countywide Community Impact Fund Survey.

 

Each Supervisor also conducted an independent process to receive feedback from their District residents. Supervisor Gioia and the District One staff led five town halls and a focus group across his Supervisorial District One, engaging over 275 residents, youth, organizational leaders, and community advocates. The goal was to gather authentic community input on how to allocate $1 million with the expressed goal of promoting equity and addressing health and economic disparities in West Contra Costa County.

 

The following 5 town halls and one focus group were well-attended, with a total of 275 Participants.

 

                     Latina Center Focus Group (Richmond): 15 attendees (in-person only in Spanish)

                     Youth Only Town Hall at RYSE (Richmond): 60 attendees (ages 13-24 in-person)

                     Pinole Town hall (Pinole City Hall): 30 attendees (hybrid - in-person and Zoom)

                     St. Peter CME Church Town Hall (El Cerrito): 50 attendees (hybrid - in-person and Zoom)

                     RYSE Center Town Hall (Richmond): 48 attendees (hybrid - in-person and Zoom)

                     San Pablo Town Hall (San Pablo City Hall): 72 attendees (hybrid - in-person and Zoom)

 

The feedback collected from these sessions revealed a wide variety of community needs and priorities, and are detailed in a Community Impact Fund District One Townhall Report (Attachment B) and summarized as follows:

 

• Public Health: Emphasis on mental health services, wellness programs, and healthcare access.

• Education: Support for educational programs, resources for schools, and youth development initiatives.

• Vocational Opportunities: Expansion of job training programs and employment resources.

• Housing: Advocacy for affordable housing projects and homelessness prevention measures.

• Local Environment: Enhancements to parks, green spaces, and community beautification projects.

• Legal Services: Access to legal aid and justice-related services for vulnerable populations.

• Arts and Culture: Investment in cultural programs, arts initiatives, and community events.

• Transportation: Improvements in public transportation infrastructure and accessibility.

 

The grant application period was open from January 30 to February 27, 2026. 200 grant applications were received and evaluated by the Office of Supervisor John Gioia based on the priorities expressed at the District One community listening sessions and townhalls. The District One Townhall Report is Attachment B.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

The Community Impact Fund allocation sponsored by Supervisorial District One will not be formally approved by the Board and the worthy project and programs listed in Attachment A would not be implemented.
