RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County contract #26-874-6 containing mutual indemnification, with META Dynamic, Inc., a corporation, in an amount not to exceed $125,000, to provide a guidance navigation system, related software, accessories and certified technicians for locating tumors in patients while in the Surgical Unit at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers for the period November 1, 2023 through October 31, 2026.
FISCAL IMPACT:
Approval of this contract will result in contractual service expenditures of up to $125,000 over a three-year period and will be funded 100% by Hospital Enterprise Fund I revenues. (Rate increase)
BACKGROUND:
CCRMC has been contracting with META Dynamic, Inc., since November 2015 for their expertise in tumor locating services. This contractor employs individuals that are specially trained, experienced, competent, certified and licensed to perform medical services using surgical Image Guidance Navigation System (IGS) plus related software and accessories, and/or Ultrasonic Aspirator (UA) to locate throat tumors in patients in the Surgical Unit at CCRMC and Contra Costa Health Centers.
On January 19, 2021, the Board of Supervisors approved contract #26-874-5 with META Dynamic, Inc., in an amount not to exceed $105,000 for the provision of guidance navigation system, related software, accessories and certified technicians for locating tumors in the Surgical Unit at CCRMC and Contra Costa Health Centers, for the period from November 1, 2020 through October 31, 2023.
Meta Dynamic, Inc. offers specialized training of their surgical Image Guidance Navigation System and was chosen as the preferred source by the CCRMC Operating Room staff and surgeons to ensure successful performance in surgery. Any change in this system would require a long lead time to ensure surgeon and operating room staff are comfortable with any new system and equipment to avoid endangering patients. This contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; and Health and Safety Code §1451. Health Services Personnel approved this contract to ensure no conflicts with labor relations. This contractor has been approved by the County’s Purchasing Services Manager on September 25, 2023.
Approval of contract #26-874-6 will allow the contractor to continue providing tumor locating systems, equipment and services through October 31, 2026. This contract includes mutual indemnification to hold harmless both parties for any claims arising out of the performance of this contract.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, patients of the Surgical Unit at CCRMC and Contra Costa Health Centers requiring tumor locating procedures will not have access to Contractor’s services, which may delay services to patients.
