RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Agreement #23-651-3 with Health Career Connection, Inc., a non-profit corporation, in an amount not to exceed $90,000 annually, to provide Contractor’s public health and healthcare interns with professional educational experience in health care management practices at Contra Costa Regional Medical Center (CCRMC), Contra Costa Health Centers, and Health Services Administration to benefit County patients, effective upon execution of the Contract and for successive one year terms thereafter until terminated by either party.

 

FISCAL IMPACT:

Approval of this Agreement will result in expenditures of up to $90,000 annually and is funded 100% by County General Fund.

 

BACKGROUND:

This internship program between Health Career Connection, Inc. and the County is intended as a professional educational experience for Contractor’s public health and healthcare interns. It is anticipated and expected that Contractor’s interns will be assigned projects and assignments that are vocational in nature and that Contractor’s interns will perform assignments that are beneficial and necessary to the mission of helping patients. Contractor has recruited a number of students to participate in the internship program at county facilities, including CCRMC, Contra Costa Health Centers, and Health Services Administrative offices.  Interns shall be placed with County for ten (10) weeks, during which time they shall participate in health care management and other intern activities under the training and supervision of County. This Contractor has been providing these services and fostering a deep understanding of the County’s mission, values, and long-term objectives since May 2019.

 

Health Services Personnel approved this Contract to ensure no conflicts with labor relations. The Public Health Division and Contract Monitor Staff meet to ensure monitoring and performance measures in the contract are upheld. Per Administrative Bulletin 600.3, educational services are exempt from solicitation requirements.

 

On April 12, 2022, the Board of Supervisors approved Contract Agreement #23-651-2 with Health Career Connection, Inc., for the provision of public health and healthcare interns, in an amount not to exceed $7,500 per intern, for professional educational experience in health care management practices at CCRMC, Contra Costa Health Centers, and Health Services Administration to benefit County patients for the period from April 1, 2022 until terminated by either party.

 

Approval of Agreement #23-651-3 will supersede and replace the prior Agreement and allow the Contractor to continue to provide public health and healthcare interns to County, commencing on the date this Agreement is executed by both parties until terminated by either party. This Agreement includes a mutual indemnification provision requiring both parties to indemnify, defend, and hold harmless each other for any claims arising out of the performance of the Agreement.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Agreement is not approved, County will not be able to utilize Contractor’s public health and healthcare interns to gain professional educational experience and help County patients.
