Report Title:                      Amendment to Purchase Order with Computacenter United States Inc.

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, an amendment to purchase order #29156 with Computacenter United States Inc. to increase the payment limit by $2,100,426 to a new payment limit of $4,547,431 and extend the term through November 27, 2030 to purchase additional and renew Citrix Universal Hybrid Multi-Cloud Government licenses for Contra Costa Health.

FISCAL IMPACT:

Approval of this action will result in total expenditures of up to $4,547,431 through November 27, 2030 and will be funded by Hospital Enterprise Fund I revenues.

BACKGROUND:

Citrix software supports Contra Costa Health's virtual desktop environment and provides staff access to the Epic Electronic Health Record (EHR) through published applications and virtual desktops. The Citrix environment also supports clinical desktops and remote access used by CCH staff.

On October 24, 2023, the Board of Supervisors approved agenda item C.52 to execute a purchase order with Computacenter United States Inc. in an amount not to exceed $456,818 for the period from October 31, 2023 through October 30, 2024 for Citrix software licenses and approved the Computacenter Master Products and Services Agreement governing the purchase.

On May 21, 2024, the Board of Supervisors approved agenda item C.27 to execute an amendment to purchase order #29156 increasing the payment limit to $2,447,005, extending the term through November 30, 2027, and amending the Master Products and Services Agreement.  The 2024 action also enabled CCH to add 500 Citrix licenses and continue the existing licensing arrangement.

The current proposal will add 120 Citrix Universal Hybrid Multi-Cloud Government licenses for the period from November 29, 2026 through November 27, 2030 and renew the existing license base through November 27, 2030. The additional licenses are paid up front, with the remaining renewal amounts billed annually.

Approval will allow CCH to maintain the Citrix licensing required for its existing virtual desktop environment and continue access to Epic EHR and other clinical desktop resources through November 27, 2030. This contractor was approved by the Public Works Department’s Purchasing Division on August 26, 2026.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, CCH may be unable to obtain the additional licenses and continue the Citrix licensing needed for its existing virtual desktop environment. Loss of ongoing Citrix licensing could result in Epic EHR accessibility issues and connectivity disruptions for clinical and remote users.
