Report Title: Amendment/Extension #23-805-1 with Metopio Inc.
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #23-805-1 with Metopio Inc., a corporation, effective July 31, 2026, to amend Contract #23-805, to increase the payment limit by $337,500, from $438,680 to a new payment limit of $776,180 and extend the termination date from July 31, 2026 to July 31, 2029 for additional hosted public health data visualization software and services for Contra Costa Health Public Health (PH).
FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional contractual service expenditures of up to $337,500 and will be funded 100% by Future of Public Health Funds.
BACKGROUND:
This Contract meets the needs of the County’s population by providing a public health data visualization tool depicted geographically. To drive its mission to collect, analyze and disseminate health and health-related data, PH strives to provide timely, equitable access to public health data in the community to analyze health needs, communicate public health findings, and align efforts to improve health across the various jurisdictions in Contra Costa County. PH leverages this platform to help complete community needs assessments and health improvement plans. This health atlas platform breaks down data silos to organize public health data to improve public health outcomes, increase understanding of the social determinants of health, elevate decision-making, and engage the community. The data collected aids PH in making decisions and developing plans to improve patient health outcomes, reduce disparities, and empower grassroots efforts to improve the health of its community.
A summary of service contract deliverables, including measurable outcomes required by the vendor to be monitored by the department in compliance with Section III(B)(7) of the Purchasing Policy includes PH’s access to the platform, data collection and processing. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. Per Administrative Bulletin 600.4, this Contractor was approved by the Public Works Department’s Purchasing Division on July 22, 2026.
On August 15, 2023, the Board of Supervisors approved Software and Services Agreement #23-805 with Metopio Inc., in an amount not to exceed $438,680 for a public health data visualization software subscription for the period August 1, 2023 through July 31, 2026.
Approval of this Contract Amendment/Extension #23-805-1 will allow the parties to execute Amendment No. 1 to Software and Services Agreement #23-805 for Contractor to continue providing its hosted public health data visualization software and services through July 31, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment/Extension is not approved, is not approved, disruptions to the delivery of this high-quality health atlas visualization tool will weaken PH’s fulfillment of its objectives regarding health-related data, which may negatively affect public-facing data and cross-sector data analysis for public health accreditation and PH’s strategic planning efforts.
