To: Board of Supervisors
From: Dr. Grant Colfax, Health Services Director
Report Title: Rescind Prior Board Action Pertaining to Contracted Services with Strata Decision Technology, LLC
☒Recommendation of the County Administrator ☐ Recommendation of Board Committee

RECOMMENDATIONS:
RESCIND Board action of March 31, 2026 (C.59), which pertained to a contract with Strata Decision Technology, LLC; and APPROVE and AUTHORIZE the Health Services Director, or designee, to execute Software Use Agreement (County Contract #23-897) with Strata Decision Technology, LLC, a limited liability company, in an amount not to exceed $1,927,686 to provide hosted cost accounting and budgeting software for Contra Costa Health (CCH) for the period from March 31, 2026 through March 30, 2031.
FISCAL IMPACT:
This Contract will result in contractual service expenditures of up to $1,927,686 over a 5-year period and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
This Contract meets the needs of the County by providing a cost accounting and budgeting Software-as-a-Service (SaaS) that will be utilized to structure CCH’s cost accounting and budgeting process and help to track, analyze, and report costs; enabling the identification of areas for cost reduction, increased budget accuracy and improved financial decision making for the staff supporting CCH. To be able to effectively provide services to the community, CCH is looking to integrate and leverage the benefits of this SaaS, infusing modern technology into its operations at large.
CCH does not currently have an enterprise-wide cost accounting or budgeting system, leaving cost accounting and budgeting to be informally managed by individual departments. As part of the state-wide initiative to improve Cost Accounting, Efficiency, Productivity and Access, CCH must meet two metrics, of which cost accounting system implementation improvement accounts for 80%. CCH will monitor measurable service contract deliverables regarding CCH’s access to the SaaS and implementation and support services in compliance with Section III(B)(7) of County Purchasing Policy. CCH Personnel approved this Contract to ensure no conflict with labor relations. This Contractor was selected through the request for proposal (RFP) process on October 4, 2025.
Under this new County Contract #23-897, the parties will execute a Software Use Agreement (including mutual indemnification) for the implementation, administration, and use of the platform, giving the County right to access and use the SaaS. Under the Contract Strata Decision Technology's liability is limited to an amount not to exceed the amount paid by the County in the twelve months preceding such claim.
On March 31, 2026 (C.59) the Board of Supervisors approved Contract #23-897 with Strata Decision Technology, LLC, in an amount not to exceed $1,927,686 for hosted cost accounting and budgeting software for Contra Costa Health for the period March 31, 2026 through March 30, 2029, however, the dates on the Staff Report were incorrect.
This Staff Report will rescind the prior Board action and allow the Department to correct the Contract term to March 31, 2026 through March 30, 2031.
CONSEQUENCE OF NEGATIVE ACTION:
If this recommendation is not approved, the prior incorrect Board action will stand, and the Contract term will not match the terms negotiated between the parties.
