Report Title: Trio Community Meals, LLC
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Trio Community Meals, LLC, in an amount not to exceed $3,095,735 to provide Older Americans Act Title III-C Senior Nutrition Program meal services to eligible seniors for the period July 1, 2026, through June 30, 2027.
FISCAL IMPACT:
84% Federal (Older Americans Act and California Department of Aging), 16% State; all of which is budgeted in FY 26/27.
BACKGROUND:
Trio Community Meals, LLC produces meals that are provided to older adults who are participants in the Employment and Human Services Aging & Adult Services home-delivered and congregate meals programs.
On September 9, 2025, the Board approved item C.43. authorizing a contract renewal with Trio Community Meals, LLC, in an amount not to exceed $4,990,821 for the Older Americans Act (OAA)Title III-C Senior Nutrition Program for the period July 1, 2025, through June 30, 2026. This contract included funding from federal, state, and county funding.
This renewal ensures the continued provision of nutrition services to eligible older adults without service interruption. The contract reflects the continuation of federal and state funding only, as county-level funding sources will be placed under a separate, standalone contract to allow for clearer administrative and fiscal tracking.
This action seeks a contract renewal with Trio Community Meals, LLC to provide Older Americans Act Title III-C Senior Nutrition Program meal services to eligible seniors for the period July 1, 2026, through June 30, 2027.
CHILDREN'S IMPACT STATEMENT:
This contract supports one of the community outcomes established in the Children’s Report Card: (4) "Families that are Safe, Stable and Nurturing."
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, continuity of nutrition services funded under OAA and Modernizing the Older Californians Act may be disrupted following the end of the current contract term.
