RECOMMENDATIONS:
RATIFY the Department of Conservation and Development’s decision to APPOINT Samantha Harris as the primary appointment, and Jamar Stamps as the alternate, to the Contra Costa Transportation Authority's Accessibility Advisory Committee, for a three-year term expiring February 23, 2029, as recommended by the Conservation and Development Director.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The Accessibility Advisory Committee (AAC) advises the Contra Costa Transportation Authority (CCTA) Board and staff on matters related to CCTA’s projects and programs as they pertain to the County Accessible Transportation Strategic Plan (ATSP), and to satisfy the State of California requirement in Public Utilities Code (PUC) §99238, by serving as Contra Costa County’s Social Service Transportation Advisory Council.
The AAC bylaws (attached) determines the structure of the AAC (shown below). The Department of Conservation and Development’s nomination (highlighted) represents County staff. Contra Costa County departments also responsible for nominations to the AAC include the County Health Services Department, and Employment and Human Service Department, who nominate members on behalf of agencies serving elderly and disabled populations. The Board of Supervisors may also appoint a representative. Staff will request a recommendation from the Transportation, Water and Infrastructure Committee on that opportunity. Article 3 of the AAC bylaws states, the BOS representative cannot represent a transit agency or serve on a transit agency board or be serving as a primary member of the Authority Board.
Full AAC membership is comprised as follows:
• Two public transit riders who are Older Adults.
• Two public transit riders who are Persons with Disabilities.
• One representative of an agency serving Older Adults.
• One representative of an agency serving Persons with Disabilities.
• One representative of an agency serving Persons of Limited Means.
• One representative of an agency serving People with Developmental Disabilities.
• Two members representing Providers, in Contra Costa County that receive Measure J and/or Enhanced Mobility of Seniors & Individuals with Disabilities.
• One representative from each of the following transit providers: AC Transit, BART, County Connection, Tri Delta Transit, and WestCat.
• One staff representative of Contra Costa County.
• One optional additional Contra Costa County Board of Supervisor (BOS) representative.
• One non-elected representative chosen by the CCTA Board
• One non-voting representative of Metropolitan Transportation Commission
CONSEQUENCE OF NEGATIVE ACTION:
If the recommended action is not taken, the Department of Conservation and Development will not be represented on the Contra Costa Transportation Authority's Accessibility Advisory Committee.
