Report Title: Interagency Agreement Mount Diablo Unified School District - Crossroads High School Amendment

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an agreement amendment with Mount Diablo Unified School District to provide Early Head Start services, with no change to the payment limit of $615,728 and no change to the term period September 1, 2024, through June 30, 2027.
FISCAL IMPACT:
100% Federal, of which $193,665 was budgeted in FY 24-25, $211,031 is budgeted in FY 25-26, and $211,032 is budgeted in FY 26-27.
BACKGROUND:
On December 28, 2023, Request for Proposal #1202 was posted in selecting Head Start Program Childcare Partners. Mount Diablo Unified School District was selected through the bidder’s process for a term of September 1, 2024, to June 30, 2027. This Agreement will provide a minimum of 20 to a maximum of 24 childcare program slots for children in the Early Head Start per year.
On December 17, 2024, the Board of Supervisors approved consent item C.91, authorizing an agreement in the amount of $615,728 for Fiscal Years 2024 to 2027.
This action seeks approval to amend the agreement with Mount Diablo Unified School District with no change to the payment limit and no change in the term for the continued provision of Federal childcare program services.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, County’s ability to fund childcare slots for its community-based agency partner, Mount Diablo Unified School District, will be significantly limited.
CHILDREN'S IMPACT STATEMENT:
This Agreement supports three of Contra Costa County’s community outcomes of the Children’s Report Card: (1) "Children Ready for and Succeeding in School"; (3) "Families that are Economically Self-Sufficient"; and (4) "Families that are Safe, Stable and Nurturing".
