Report Title:                     Contract Amendment #27-950-9 with Brighter Beginnings       

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #27-950-9 with Brighter Beginnings, a non-profit corporation, effective July 1, 2026, to amend Contract #27-950-5 (as amended by #27-950-6 through #27-950-8), to include behavioral health services for CCHP members and County recipients with no change in the payment limit of $1,300,000 or term ending September 30, 2026.

 

FISCAL IMPACT:

Approval of this Contract Amendment will not impact the payment limit of $1,300,000 and is funded 100% by Contra Costa Health Plan (CCHP) Enterprise Fund II revenues. (Additional rates)

 

BACKGROUND:

CCHP has an obligation to provide certain Primary Care Physician (PCP) services including, but not limited to, family medicine for its members under the terms of their Individual and Group Health Plan membership Contracts with the County. This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor currently cooperates and participates in CCHP’s Quality Management Program which consists of quality improvement activities to improve the quality of care, services and member experience. Cooperation includes collection and evaluation of performance measurement data and participation in the organization’s clinical and service measure Quality Improvement Programs. This Contractor has been a part of the CCHP Provider Network providing PCP services and fostering a deep understanding of the CCHP organizations mission, values, and long-term objectives since October 1, 2014. Per administrative Bulletin 600.3, CCHP Physician services are exempt from solicitation requirements.

 

On September 19, 2023, the Board of Supervisors approved Contract #27-950-5 with Brighter Beginnings, in an amount not to exceed $1,200,000, for the provision of PCP services for CCHP members and County recipients, for the period October 1, 2023 through September 30, 2026.

 

On December 5, 2023, the Board of Supervisors approved Contract Amendment #27-950-6 with Brighter Beginnings, effective December 1, 2023, to increase the payment limit by $100,000 to a new total payment limit of $1,300,000, to include California Advancing and Innovating Medi-Cal (CalAIM) outreach services with no change in the term.

 

On January 21, 2025, the Board of Supervisors approved Contract Amendment #27-950-7 with Brighter Beginnings, effective January 1, 2025, to provide additional PCP services with no change in the payment limit of $1,300,000 or term.

 

On October 7, 2025, the Board of Supervisors approved Contract Amendment #27-950-8 with Brighter Beginnings, effective January 1, 2026, to include Dual Eligible Special Needs Plan (D-SNP) requirements and obligations, to allow Contractor to provide specialized care to beneficiaries who are dually eligible for Medicare and Medi-Cal and offer care coordination and wrap-around services with no change in the payment limit of $1,300,000 or term.

 

Approval of Contract Amendment #27-950-9 will allow the Contractor to provide behavioral health services in addition to the existing PCP services for CCHP members and County recipients through September 30, 2026.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract Amendment is not approved, CCHP members will not have access to Contractor’s behavioral health services under the terms of their Individual and Group Health Plan memberships.
