RECOMMENDATIONS:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a Memorandum of Understanding (MOU) with the California State Sheriff’s Association (CSSA) authorizing the use of the Sheriff’s Custody Operations Prisoner Exchange application (SCOPE) for the purpose of coordinating and sharing transportation of incarcerated individuals within California, which may be terminated at any time, with or without notice, by either the Office of the Sheriff or CSSA.

BACKGROUND:
The California State Sheriffs Association (CSSA) is in the process of developing the Sheriff's Custody Operations Prisoner Exchange (SCOPE) application. This web-based platform is designed to assist all sheriff's departments in California with coordinating and sharing transportation resources.
The SCOPE application will enable CSSA members to create and share transportation routes for incarcerated individuals, allowing other members to utilize these routes for their own transport needs. The primary objectives of this system are to optimize fuel consumption, reduce greenhouse gas emissions, lower labor costs, and decrease transit time for incarcerated individuals, all while maintaining high safety standards.
The application will facilitate route creation and sharing, provide driving directions, and offer real-time monitoring of active routes, complete with alerts.
This Memorandum of Understanding (MOU) governs the use of the SCOPE application. The MOU contains an indemnification provision from the County to CSSA.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, the detention facilities within Contra Costa County will not be able to take advantage of this time saving and cost reduction application.
