RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract amendment with Carahsoft Technology Corp., providing for an additional four weeks of implementation support for Apptio’s Technology Business Management platform and increasing the contract payment limit by $39,000, from $220,000 to $259,000, with no change to the contract term ending September 15, 2026.

 

FISCAL IMPACT:

 

The cost of this purchase is included in the department’s FY 25-26 budget (100% User Departments).

 

BACKGROUND:

 

On October 21, 2025, the Board of Supervisors approved a contract with Carahsoft Technology Corp. for professional services provided by Accenture, LLP to implement Apptio’s Technology Business Management (TBM) platform, including the Information Technology (IT) Planning, Cost Transparency, and Billing modules, as well as post-implementation support services.

 

The Apptio implementation supports the Department of Information Technology’s efforts to modernize IT financial management practices by improving budget planning, cost transparency, service costing, and chargeback capabilities.

 

During implementation, competing organizational priorities impacted the availability of key resources needed to support certain project activities. Additional implementation support is therefore required to complete the remaining project objectives and ensure a successful deployment of the Apptio platform.

 

The proposed amendment adds a new implementation milestone providing four additional weeks of professional services support and increases the contract payment limit by $39,000 to compensate for the additional work required to complete the project.

 

The contract is being awarded under the Cloud Solutions National Association of State Procurement Officials ValuePoint Contract AR2472, which was approved by the Board of Supervisors on May 13, 2025. This procurement vehicle allows the County to leverage competitively bid state cooperative contracts while ensuring compliance with public contracting requirements.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If this contract is not approved, the County may experience delays in implementing the Apptio TBM platform, which supports the modernization of IT financial management practices.
