Report Title: Operational Agreement #28-937-2 with Rainbow Community Center of Contra Costa County

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Operational Agreement #28-937-2, with Rainbow Community Center of Contra Costa County, a non-profit corporation, to pay County an amount not to exceed $251,850 for the provision of transitional housing and case management support services for homeless transition-age youth (TAY) residing in Contra Costa County, for the period from October 1, 2023 through September 30, 2026.
FISCAL IMPACT:
Approval of this agreement will result in a total payment to county not to exceed $251,850 over a three-year period from Rainbow Community Center of Contra Costa County. No County match required.
BACKGROUND:
Rainbow Community Center of Contra Costa County provides referrals to transitional housing for TAY experiencing homelessness, ages 18-24, who are eligible for and agree to services. County will provide transitional housing and case management support services at Contra Costa Youth Continuum of Services (CCYCS) Transitional Living Programs (TLP) located in Concord and Crockett. County has been receiving funds from grantor for services since October 2020.
On September 7, 2021, the Board of Supervisors approved Operational Agreement #28-937-1 with Rainbow Community Center of Contra Costa County, in an amount not to exceed $251,850 to allow County to receive funds for transitional housing and case management support services for TAY for the period October 1, 2021 through September 30, 2023.
Approval of Operational Agreement #28-937-2 will allow County to continue to receive funds for transitional housing and case management support services for TAY through September 30, 2026. This agreement was submitted late due to staff shortages in the Health, Housing and Homeless Services Division.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County will not receive funds to support transitional housing and case management support services for TAY.
CHILDREN’S IMPACT STATEMENT: This program supports the following Board of Supervisors’ community outcomes: “Children Ready for and Succeeding in School”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
