PUBLIC PROTECTION COMMITTEE

Meeting Date:  March 16, 2026

Subject:  2026 Committee Meeting Calendar and Referrals

Submitted For: Monica Nino, County Administrator

Department: County Administrator’s Office

Presenter: Enid Mendoza, Senior Deputy County Administrator

Contact: Enid.Mendoza@cao.cccounty.us

Referral History:

The 2026 Public Protection Committee (PPC) is chaired by Supervisor Ken Carlson and vice-chaired by Supervisor Candace Andersen. The Committee is scheduled to meet on the third Monday of each month as necessary to discuss matters referred by the Board of Supervisor and other emergent and related business topics.

At its February 12, 2026 meeting, the Committee directed staff to provide a meeting calendar plan that also includes presentations on the following topics1) Revisions to the Local Community Corrections Reserves from the Community Corrections Partnership, 2) WRTH Update from the Sheriff's Office, and 3) MHET Partnership and Challenges. The Committee also requested having the Community Warning System presentation sooner than later on the calendar.

The Committee agreed with staff's recommendation to cancel a couple of meetings due to the lower number of referrals, and the Committee determined to not meet in July or December, as long as no business matters of the PPC were necessary for discussion during those months. Therefore, the Committee’s remaining scheduled meeting dates for 2026 are: March 16, April 20, May 18, June 15, August 17, September 21, October 19, and November 16.

In addition to the presentation topics mentioned above, the Committee’s meting discussions will primarily focus on the following active referrals:

1.                     Opportunities to Improve Coordination of Response to Disasters and Other Public Emergencies, on an as needed basis.

2.                     Community Warning System.

3.                     Public Safety Realignment and Local Community Corrections Partnership Appointments.

4.                     Juvenile Justice Coordinating Council.

5.                     Holistic Intervention Partnership, with updates on an as needed basis.

6.                     Familiar Faces

7.                     A3 (Anyone, Anywhere, Anytime)

8.                     Animal Services Operations.

Since the February 12, 2026 meeting, a meeting start time of 1:30 p.m., rather than 1:00 p.m., has been determined as the mutually available time for both members.

Referral Update:

Committee staff have reached out to the appropriate departments to plan the schedule of referrals and discussion topics for the remaining PPC meetings. Attached are the presentations scheduled thus far.

Please note that the Opportunities to Improve Coordination of Response to Disasters and Other Public Emergencies and Holistic Intervention Partnership referrals are scheduled on an as-needed basis and have yet to be determined as necessary this calendar year. Should a report to the 2026 PPC be necessary, staff will work with those departments for scheduling.

The Community Warning Systems referral has not yet been scheduled because staff are currently working with contractors on a countywide study of the Community Warning System and Office of Emergency Services. This project will take about 12 months, with significant involvement from CWS staff during the initial phase. Staff will coordinate with the Office of Sheriff to schedule a presentation once they are ready to provide a comprehensive update.

Additionally, Committee staff will engage with Behavioral Health staff to schedule the Mental Health Evaluation Teams topic.

Please see the attached draft calendar and referral topic scheduling.
