Report Title: Reallocate Salary for Fire District Apparatus Manager

RECOMMENDATIONS:
Acting as the governing board of the Contra Costa County Fire Protection District, ADOPT Position Adjustment Resolution No. 26187 to reallocate the salary of the Fire District Apparatus Manager (P2NC) (represented) from salary plan and grade ZA5 1640 ($9,755.31 - $11,857.64) to ZA5 1640 ($10,565.145 - $12,842.000) in the Contra Costa County Fire Protection District.
FISCAL IMPACT:
Approval of this action will result in an annual cost wage increases of $21,701 for FY23-24. This cost is offset entirely by the CCCFPD General Operating Fund.
BACKGROUND:
On August 1, 2023, the Board of Supervisors adopted Position Adjustment Resolution No. 26170 approving salary reallocations to several District classifications, including the Lead Fire Emergency Vehicle Technician. This salary increase resulted in a salary compaction of 1.54% difference between the Fire District Apparatus Manager and Lead Fire Emergency Vehicle Technician.
The Contra Costa County Fire Protection District (District) requested that the Human Resources Department conduct a classification and salary grade study for the position of Fire District Apparatus Manager. This action was requested due to salary compaction resulting from the recent contract salary negotiations for Lead Fire Emergency Vehicle Technician, a position directly reporting to the Manager. Human Resources concluded that a salary reallocation for the classification of Fire District Apparatus Manager (P2NC) due to salary compaction with the Lead Fire Emergency Vehicle Technician (PMNC) is appropriate and recommended at this time.
The Fire District Apparatus Manager is a single position class that manages the fire apparatus, vehicle and equipment maintenance and repair program for the District. The position supervises a group of skilled mechanics, including one Lead Fire Emergency Vehicle Technician. To eliminate the salary compaction, Human Resources recommends increasing the salary of the Fire Apparatus Manager from salary plan and grade ZA5 1640 ($9,755.31 - $11,857.64) to ZA5 1640 ($10,565.145 - $12,842.000).
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the salary compaction issue will remain between the Lead Fire Emergency Vehicle Technician and the Fire District Apparatus Manager position and may result in difficulty and/or inability to fill the manager position in the future.
