RECOMMENDATIONS:

1.                     CONSIDER waiving the 180-day “sit-out period” for Laura McKeegan, Information Systems Project Manager, for the Library Department;

2.                     FIND that the appointment of Laura McKeegan is necessary to fill a critically needed position; and

FISCAL IMPACT:

Upon approval, this action has a cost of approximately $75,192 which is 100% funded by vacancies within the Library Department budget.

BACKGROUND:

Laura McKeegan retired from County service on March 10, 2025 after 40 years of service. She has been an Information Systems Project Manager since 2017. Ms. McKeegan worked for the Library Department until 2020. From 2020 until 2025, Ms. McKeegan worked at the Department of Information Technology supporting the Library department. Ms. McKeegan has held numerous positions throughout her 40 years in County service and is uniquely qualified to perform the necessary tasks to meet the Library’s Information Systems Project demands.

The Library would like to bring Ms. McKeegan into the department to assist with numerous administrative and information systems project tasks. Ms. McKeegan, throughout her years with the County, acquired detailed knowledge of the complex information systems project needs associated with the Library’s operations. The Library has a critical need for an experienced person with Library operations knowledge to assist with tasks such as: Inventory, Contracts, Systems and Software Administration, Programming, Training, and Data Reporting and Management.

The Library is in the process of recruiting for several vacancies including a Network Administrator I and Information Systems Programmer Analyst II supporting these areas, but it will take at least a year for a new employee to gain a full understanding of the many complex in-house systems and Library procedures.

The Library would like to hire Ms. McKeegan as a temporary employee from April 1, 2025 through March 31, 2026 in order to assist during this transition period.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to receive Board approval will create additional strain on existing staff and will jeopardize the fulfillment of the library’s ongoing information system responsibilities as well as services to the public.
