RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director or designee, to accept on behalf of the County Grant Modification #78-023-1 from the California Department of Justice, Tobacco Grant Program, to extend Grant #78-023 through July 31, 2026 for the continuation of the Tobacco Prevention Program (TPP) which educates enforcement agencies about tobacco control policies to increase tobacco retailer compliance with no change in the amount payable to the County of $442,692.

 

FISCAL IMPACT:

Approval of this extension will extend the grant term one year with no impact in the amount payable to the County of $442,692. No County match required.

 

BACKGROUND:

Funding from the California Department of Justice Tobacco Grant Program will be utilized to educate enforcement agencies about tobacco control policies with the overarching goal of increasing tobacco retailer compliance. TPP staff will increase local enforcement agencies’ awareness of existing tobacco control policies, as well as any policy changes that may occur throughout the duration of the grant through outreach and education. TPP staff will also work to strengthen the capacity of local agencies to enforce tobacco control policies through trainings on emerging tobacco trends and facilitate workgroups where best practices in tobacco policy enforcement can be discussed and agency staff can share their experiences and learn from one another. 

 

On February 7, 2023, the Board of Supervisors approved Grant #78-023 with the California Department of Justice, Tobacco Grant Program, in an amount not to exceed $442,692 for the period December 1, 2022 through July 30, 2025. This Grant includes County agreeing to indemnify and old harmless the California Department of Justice for any claims arising out of the County’s performance under the Agreement.

 

Approval of Extension #78-023-1 will allow County to continue the TPP through July 31, 2026.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this extension is not approved, the Health Services Department will not be able to receive the funding from the California Department of Justice, to increase the ability of local enforcement agencies to enforce tobacco retail policies in Contra Costa County potentially leading to non-compliance of tobacco retailers and an increased ability of youth to access tobacco products.
