RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Young Men’s Christian Association of the East Bay to increase the payment limit by $69,213, due to the Cost of Living Adjustment, to a new payment limit not to exceed $9,161,958 to provide Head Start and Early Head Start Program services with no change to the term July 1, 2023, through June 30, 2024.

 

FISCAL IMPACT:

 

Approval of this action will result in expenditures of up to $9,161,958 (86% State, 14% Federal), all of which is budgeted in FY2023-2024. There is no County match. CFDA No. 93.600.

 

BACKGROUND:

 

On June 21, 2022 (C.127), the Board of Supervisors approved the contract for Young Men’s Christian Association (YMCA) of the East Bay to operate a Head Start Program in the Eastern portion of Contra Costa County in response to EHSD’s RFI 1184. On December 13, 2022 (C.76) the Board of Supervisors extended the contract with no funding increase and a new termination date of January 31, 2023. On January 17, 2023 (C.51), the Board of Supervisors extended the contract with an additional funding increase and a new termination date of June 30, 2023.

 

On May 24, 2022 (C.27 & C.34) the Board of Supervisors approved the COLA and QI adjustment for Head Start and Early Head Start programs. The total contract amount of $7,880,736 will terminate on June 30, 2023. The Board then approved a contract renewal with YMCA on June 13, 2023, (C.104) with a new total payment limit of $9,092,745 for the term July 1, 2023, through June 30, 2024.

 

On March 15, 2023, Administration for Children and Families provided a COLA & Quality Improvement Funding Guidance letter to EHSD. The COLA supports a 5.60 percent adjustment increase from the previous fiscal year pay scales for Head Start and Early Head Start. The Board of Supervisors approved and authorized this increase in revenue on April 18, 2023 (C.48).

 

 

CHILDREN'S IMPACT STATEMENT:

 

This contract supports three of Contra Costa County’s community outcomes of the Children’s Report Card - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County will not be able to serve Head Start children through YMCA.
