RECOMMENDATIONS:
ADOPT resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Lomas Cantadas, on July 4, 2026, from 5:00 a.m., through July 5, 2026 5:00 a.m., for the purpose of curbing illegal activity and for fire safety during the July 4th holiday, Orinda area. (District II)

BACKGROUND:
As part of a multiagency effort, including the City of Oakland, City of Berkeley, City of Orinda, East Bay Regional Park District and other agencies, the Public Works Department is requesting a road closure on Lomas Cantadas for the July 4th holiday. The road closure is being requested to curb illegal activity and for fire safety in the area.
CONSEQUENCE OF NEGATIVE ACTION:
Public Works Department will be unable to close the road to curb illegal activity and for fire safety during the July 4th holiday.

IN THE MATTER OF: Approving and Authorizing the Public Works Director, or designee, to fully close a portion of Lomas Cantadas, on July 4, 2026, from 5:00 a.m., through July 5, 2026, 5:00 a.m., for the purpose of curbing illegal activity and for fire safety during the July 4th holiday, Orinda area. (District II)

NOW, THEREFORE, BE IT RESOLVED that permission is granted to the Public Works Department to fully close Lomas Cantadas, except for emergency traffic, local residents, US Postal Service and garbage trucks, on July 4, 2026, for the period of 5:00 a.m., through July 5, 2026 5:00 a.m., subject to the following conditions:
1. Traffic will be detoured via roads identified in a traffic control plan. Emergency vehicles, residents within the event area and essential services will be allowed access as required.
2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.
3. Public Works Department shall comply with the requirements of the Ordinance Code of Contra Costa County.
4. Obtain approval for the closure from the Sheriff’s Office, the California Highway Patrol and the Fire District.
5. Public Works Department shall maintain a 20-foot wide emergency vehicle lane at all times through the entire length of the closure.
