Report Title: Vacancy on the Family and Children’s Trust Committee

RECOMMENDATIONS:
ACCEPT the resignation of Isabel Renggenathan, DECLARE a vacancy in the District V on the Family and Children’s Trust Committee for a term ending on September 30, 2027, and DIRECT the Clerk of the Board to post the vacancy.
FISCAL IMPACT:
None.
BACKGROUND:
The Family and Children’s Trust Committee (FACT) is established by the Contra Costa County Board of Supervisors in 1985 to make funding recommendations on the allocation of specific funds for the prevention and treatment of child abuse and neglect and supportive services for families and children. Funding for FACT-supported projects is derived from federal and state program legislation and donations to the County’s Family and Children’s Trust Fund.
FACT is comprised of eleven (11) members serving two-year terms. The Committee consists of three membership categories:
Category 1: Up to three (3) representatives selected from various committees, councils, groups, or qualified individuals representing one or more of the following sectors: Mental Health Commission/Behavioral Health, First 5 Contra Costa, Child Abuse Prevention Council of Contra Costa County (ex officio), Education/School-Based/Early Childhood Education/Child Development, and Programs and Services for Children with Special Needs. Category 1 representatives are selected by the Committee and reviewed by the Family and Human Services Committee prior to full Board of Supervisors approval.
Category 2: One (1) representative from each of the County’s five Supervisorial Districts.
Category 3: Three (3) at-large members who are conflict-free with respect to State and Board of Supervisors' statutes. Education and experience in child abuse and neglect, former foster youth, resource family, kin caregiver, childcare, out-of-home placement, homelessness, substance abuse services, family systems, multi-ethnic services, and/or program planning, analysis, and evaluation are highly desirable.
CONSEQUENCE OF NEGATIVE ACTION:
The seat would not be declared vacant which would hinder the ability to recruit to fill the position and could cause quorum issues for the body.
