RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-747 with Telecare Corporation, a California corporation, in an amount not to exceed $1,456,673, for Telecare Corporation to locate and secure three (3) temporary residential facilities and for Telecare Corporation to make all necessary tenant improvements for current Hope House residents and staff being relocated while Hope House is undergoing required renovations, for the period February 1, 2026 through January 31, 2027.

 

FISCAL IMPACT:

Approval of this Contract will result in budgeted expenditures of up to $1,456,673 and will be funded 100% by Mental Health Services Act (MHSA) funds.

 

BACKGROUND:

This Contract meets the social needs of the County’s population by supporting the ability of Telecare Corporation to continue to provide services to individuals with complex needs including co-occurring disorders, substance abuse issues, chronic health conditions, criminal justice system involvement, homelessness, intellectual disabilities and complications associated with aging. Moving clients currently residing in the County owned Hope House to new temporary facilities will protect them while Hope House undergoes mandatory renovations.

 

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the contract are upheld. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. This Contractor was approved by the Public Works Department’s Purchasing Division on August 5, 2025.

 

Approval of new Contract #74-747 will allow the Contractor to provide temporary facilities for current Hope House residents for the period February 1, 2026 through January 31, 2027.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, Hope House residents will be displaced while required renovations are being done at the Hope House.
