Report Title: Contracts for On-Call Geotechnical Engineering Consulting Services, Countywide

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute seven individual contracts with the following consultants: AGS, Inc., BSK Associates, Crawford & Associates, Incorporated, Geocon Consultants, Inc., Ninyo & Moore Environmental Sciences Consultants, Shannon & Wilson, Inc. and Terracon Consultants, Inc. in an amount not to exceed $800,000.00 each to provide on-call geotechnical engineering consulting services for various projects for the period from June 10, 2025 through June 9, 2028, Countywide. (Project No.: Various) (All Districts)
FISCAL IMPACT:
Work performed under these on-call Consulting Services Agreements are funded by local, state and federal funds.
BACKGROUND:
The Public Works Department is involved in various projects in the County that require geotechnical engineering services for road, flood control, capital facilities and airport projects. After a solicitation process, eight firms were selected to provide geotechnical engineering consulting services on an “on-call” basis. The Consultants will be used to provide geotechnical engineering services as in-house expertise is not available. These on-call Consulting Services Agreements will be in effect for three years.
In accordance with Government Code section 4526, the Design/Construction Division solicited Statements of Qualifications from geotechnical engineering consulting firms. These firms were determined to be qualified to provide on-call geotechnical engineering consulting services for a three-year contract to assist in complying with federal, state, and local regulations.
Government Code Section 31000 and 4525 authorizes the County to contract for services including the type of geotechnical engineering consulting services that AGS, Inc., BSK Associates, Crawford & Associates, Incorporated, Geocon Consultants, Inc., Ninyo & Moore Environmental Sciences Consultants, Shannon & Wilson, Inc. and Terracon Consultants, Inc. provides.
CONSEQUENCE OF NEGATIVE ACTION:
Without approval from the Board of Supervisors, the Consulting Services Agreements will not be in effect. A possible delay in completing projects requiring geotechnical engineering services will occur. Executing the Consulting Services Agreements will facilitate the process of design and construction for various Public Works projects requiring geotechnical engineering expertise.
