Report Title: Contract #72-306 with One Voice Recovery Incorporated
Recommendation: Recommendation of the County Administrator
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #72-306 with One Voice Recovery Incorporated, a non-profit corporation, in an amount not to exceed $400,000, to provide Hepatitis C Virus (HCV) prevention services for the Health Service Department’s (HSD) Public Health Division’s Human Immunodeficiency Virus/Sexually Transmitted Infections (HIV/STI) Prevention Program, for the period from July 1, 2026 through June 30, 2028.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $400,000 over a 2-year period and will be funded 100% by California Department of Public Health’s (CDPH) HCV Collaboration Grant funds.
BACKGROUND:
One Voice Recovery Incorporated will provide HCV prevention services and Collaborative Action (CDPH grant 24-HCV22) while fostering a deep understanding of the Public Health organization’s mission, values and long-term objectives beginning July 1, 2026. Contractor’s services will target HCV prevention activities and provide prevention education, monitoring, testing, and comprehensive linkage-to-care and retention services for individuals who are most vulnerable or underserved, including those living with, or at elevated risk for, HCV infection.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. The Public Health’s Quality Management, Utilization Management and Contract Monitor staff meet on regular basis to ensure monitoring and performance measures in the contract are upheld. A Request for Proposal (RFP) for these services was conducted by Public Works on June 24, 2026.
Approval of new Contract #72-306 will allow the Contractor to provide HCV prevention services for the Public Health Division’s HIV/STI Prevention Program through June 30, 2028. This Contract was delayed due to the extended RFP process to select a contractor.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, County residents who depend on the HIV/STI Prevention Program may not receive the necessary care, further putting their health at risk.
