Report Title:                     Amendment of the Aviation Advisory Committee’s Bylaws

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE amendments to the Aviation Advisory Committee (AAC) bylaws to revise Section III to, (i) eliminate the Business Association seat, (ii) eliminate the Member-at-Large #1 seat, and (iii) revise Section VI to reduce quorum requirements from seven committee members to six. (All Districts)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

During its meeting on September 12, 2024, the AAC discussed the possibility of reducing the number of seats on the committee from 13 to 11, as well as concerns surrounding the Business Association Seat. The Business Association Seat is currently not tied to a specific association nor defined within the AAC Bylaws. No action was taken at that meeting, but the Committee agreed to revisit the issue on a future agenda. A similar discussion occurred at the Airport Committee’s September 19, 2024 meeting.

 

At the November 14, 2025, meeting, the AAC directed Airports staff to research the County’s process for making appointments to committee seats or establishing new positions, such as the Business Association Seat. In response, the Director of Airports collaborated with the County Administrator’s Office (CAO) and County Counsel to develop a recommendation.

 

During the AAC’s March 13, 2025, meeting, the Director provided an update on the matter, outlining his efforts to meet with the three businesses (Pacific States Aviation (PSA), Sterling Aviation, and Concord Jet) that have historically filled the Business Association Seat. The goal was to explore the possibility of forming a formal association open to all County airports (CCR & C83) business tenants. However, only PSA and Concord Jet attended the meeting, and neither expressed interest in establishing or maintaining such an association.

 

Given the lack of a defined Business Association and the absence of interest in creating one, the Director recommends eliminating the Business Association Seat. To ensure that airport businesses still have a forum to raise concerns or proposals, future AAC agendas would include a standing “Airport Business” item, allowing all business entities to have an equal opportunity to address the committee. This approach would also mitigate potential conflicts of interest, as businesses with an AAC seat are required to recuse themselves from discussions that affect their business interests.

 

To further streamline the committee’s composition and to maintain an odd number of seats, the Director also recommends eliminating Member-at-Large #1 seat, reducing the total number of seats from 13 to 11. Finally, to maintain consistency with the County’s Advisory Body Handbook, the Director proposes an amendment to the Bylaws to lower the quorum requirement from seven members to six.

 

At the January 8, 2026, meeting, the AAC discussed the proposed change and all the members voted unanimously to adopt and amend the Bylaws.

 

CONSEQUENCE OF NEGATIVE ACTION:

The Business Association seat within the AAC’s bylaws will continue to be undefined, resulting in an indefinite vacancy.
