Report Title: Amendment/Extension #23-638-5 with Cactus Healthcare Resources LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension Agreement #23-638-5 with Cactus Healthcare Resources LLC, a limited liability company, effective March 1, 2026, to amend Contract #23-638-2 (as amended by County Contract Amendments 23-638-3 and 23-638-4), to increase the payment limit by $12,180,000 from $6,820,000 to a new payment limit of $19,000,000, and to extend the termination date from December 31, 2026 to December 31, 2028 for additional consultation, technical assistance, temporary candidacy and training services for the Contra Costa Health (CCH) Information Systems Unit with regard to information technology analytics.
FISCAL IMPACT:
Approval of this amendment will result in additional expenditures of up to $12,180,000 and will be funded as budgeted by the department in FYs 2025-29, 100% by Hospital Enterprise Fund I revenues. (Rate increase).
BACKGROUND:
This Contract meets the needs of the CCH Information Systems Unit by providing consultation services to augment and assist staff in the Information Systems Unit regarding technical assistance and operational improvement initiatives, some of which are in support of ccLink, CCH’s Electronic Health Records System used by CCH’s Contra Costa Regional Medical Center, clinical staff, patients, and healthcare providers. Cactus Healthcare has provided such ongoing support since 2018.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 31000. Health Services Personnel approved this Contract as a specialized services contract to ensure no conflicts with labor relations. A summary of service contract deliverables includes system optimization and configuration. The Health Services Department’s Information Systems Contract Monitor staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This contractor was approved by the Public Works Department’s Purchasing Division in February 2026.
On February 8, 2022, the Board of Supervisors approved Contract #23-638-2 with Cactus Healthcare Resources, LLC, in an amount not to exceed $2,820,000 for the provision of consultation, training, and technical support to the Information Systems Unit including information technology analytics and assisting with project management and implementation of new systems, applications, and technologies for the period January 1, 2022, through December 31, 2024.
On April 23, 2024, the Board of Supervisors Approved Contract Amendment/Extension #23-638-3 with Cactus Healthcare Resources, LLC, effective April 1, 2024, to increase the payment limit by $4,000,000 to a new payment limit of $6,820,000 and to extend the termination date from December 31, 2024 to December 31, 2026 for additional consultation, training and technical assistance to the Contra Costa Health’s Information Systems Unit.
Approval of this Contract Amendment/Extension #23-638-5 will allow the contractor to continue providing consultation, application and technical support, system optimization, information security, training, temporary candidacy and contract-to-hire services to the Information Systems Unit, regarding information technology analytics and assisting with project management and implementation of new systems, applications, and technologies through December 31, 2028. This Contract includes services provided by represented classifications and the County has met its obligations with the respective labor partner(s).
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment/Extension is not approved, Contra Costa Health will not have the consultation, training, and technical assistance on a readily available instance for the Information Technology Analytics Unit, which may be detrimental to the Department's information systems, and delay performance objectives.
