RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Newell Avenue, between Idlewood Drive and Circle Drive and Lilac Drive between Newell Avenue and the Walnut Creek city limits, on June 2, 2025, through August 29, 2025, from 7:30 a.m. through 5:30 p.m., for the purpose of installing a new water main, Walnut Creek area. (District II)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

Due to the narrow road width and alignment of the new water main, East Bay Municipal Utility District has requested a road closure of Newell Avenue and Lilac Drive during construction hours to install a new water main. There is insufficient road width to safely operate the necessary construction equipment for the pipeline installation and maintain through traffic. The applicant shall follow the guidelines set forth by the Public Works Department.

 

CONSEQUENCE OF NEGATIVE ACTION:

The applicant will be unable to close the road to complete planned water main installation.

IN THE MATTER OF: Approving and authorizing the Public Works Director, or designee, to fully close a portion of Newell Avenue, between Idlewood Drive and Circle Drive and Lilac Drive between Newell Avenue and the Walnut Creek city limits, on June 2, 2025, through August 29, 2025, from 7:30 a.m. through 5:30 p.m., for the purpose of installing a new water main, Walnut Creek area. (District II)

NOW, THEREFORE, BE IT RESOLVED that permission is granted to East Bay Municipal Utility District to fully close Newell Avenue, between Idlewood Drive and Circle Drive, and Lilac Drive between Newell Avenue and the city limits of Walnut Creek, except for emergency traffic, local residents, US Postal Service and garbage trucks, on June 2, 2025, though August 29, 2025, from 7:30 a.m. through 5:30 p.m., subject to the following conditions:

 

1.                     Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.

 

2.                     All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

 

3.                     East Bay Municipal Utility District shall comply with the requirements of the Ordinance Code of Contra Costa County.

 

4.                     Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

 

5.                     Obtain approval for the closure from the California Highway Patrol, Sheriff’s Office, and the Contra Costa Fire Protection District.
