RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a one-time purchase order with Hoover’s Commercial Services, Inc. dba Be. Workplace Designs in an amount not to exceed $1,084,438 for the purchase of office furniture to be used for the Mental Health Rehabilitation Center (MHRC) program located at 847B Brookside Drive in Richmond.

 

FISCAL IMPACT:

Approval of this action will result in expenditures up to $1,084,438 and will be funded by the Behavioral Health Continuum Infrastructure Program (BHCIP) to expand community-based treatment facilities. Cost Center #5967 work tag GR-00338.

 

BACKGROUND:

On November 15, 2023, the Contra Costa Health (CCH) - Behavioral Health (BH) department received a Conditional Notice of Award (NoA) of grant funds to renovate and convert a County-owned facility located at 847B Brookside Drive in Richmond to the first, in-County, Mental Health Rehabilitation Center (MHRC) to serve up to 45 clients in need of treatment in a secured setting as they recover from acute psychiatric episodes. Beginning in February 2024, CCH-BH staff have been meeting on a monthly basis with Advocates for Human Potential (AHP) and representatives from the California Department of Health Care Services (DHCS) to begin work on project requirements and to gather and finalize information to complete the Statement of Work and the project funding agreement. Additionally, Public Works and CCH staff have met weekly to continue planning and to finalize design for the facility. Per the NoA, allowable costs incurred from the time of the Conditional Award may be reimbursed upon full execution of the project funding agreement (PFA). The furniture will be used to support our Mental Health Rehabilitation Center staff in addition to our Mental Health Specialists, Community Support Workers, and Substance Use Counselors to respond in the community and provide services to individuals needing mental health rehabilitation. This expense is related to the furniture needed after renovations are complete.

 

On June 24, 2025 the Board of Supervisors approved agenda item C.165 to execute a Participating Addendum with the HON Company, LLC in an amount not to exceed $3,000,000, for the purchase of furniture, installation, and related services for use by all County Departments for the period of May 1, 2025 through December 31, 2027, under the terms of a Master Contract awarded by Omnia Partners and the Region 4 Education Service Center, a Texas Public Agency, and distributed through Be. Workplace Design.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the County would not receive funds for the renovation and conversion of a vacant County building to a Mental Health Rehabilitation Center requiring County clients in need of this level of care to continue to be referred to facilities out of Contra Costa County, away from natural community and family supports, for the duration of their need for this service.
