Report Title:                     APPROVE the Briones Valley Road Bridge Painting Project and take related actions under CEQA

RECOMMENDATIONS:

APPROVE the Briones Valley Road Bridge Painting Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, unincorporated Brentwood area.  [County Project No. WO4516, Federal Project No. BPMP-5928(188), DCD-CP#25-46] (District III).

 

DETERMINE that this activity is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(d).

 

DIRECT the Director of Department of Conservation and Development (DCD), or designee, to cause a CEQA Notice of Exemption (NOE) to be filed with the County Clerk and State Clearinghouse, and

 

AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $50 fee to the County Clerk for filing the NOE.

 

FISCAL IMPACT:

Estimated Project cost: $414,000. 39% Highway Bridge Program Federal Funds, 61% Local Road Funds.

 

BACKGROUND:

The purpose of this project is to clean, paint, and prevent future damage to Briones Valley Road Bridge (Bridge No. 28C0495). The project is needed to remove rust from the bridge as well as preserve the structural condition and remaining service life of the bridge. The maintenance-preventative work will consist of implementing a lead compliance plan and work area monitoring program if needed, blast cleaning, repainting superstructure steel members, applying corrosion inhibitor, and tightening or replacing missing steel bolt connections. Construction is anticipated to begin in Summer 2027. The project would occur approximately seven feet above the creek bed. No ground disturbance, vegetation removal, or erection of a working platform is anticipated. Real estate transactions may be necessary. The project is in the East Contra Costa County Habitat Conservation Plan (HCP) and will comply with HCP requirements. Work staging area(s) will be placed away from sensitive areas and appropriate Best Management Practices (BMPs) will be implemented to protect the creek.

 

The project consists of minor alterations to an existing bridge structure, including preventative maintenance and repairs pursuant to Article 19, Section 15301 of the CEQA Guidelines. The deteriorated bridge structure did not result from substantial damage due to an environmental hazard and rehabilitation is needed to meet current public health and safety standards.

 

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project may result in a delay of design and construction, and may jeopardize funding.
