RECOMMENDATIONS:

ADOPT Position Adjustment Resolution No. 26470 to retitle the classification of Drafting Services Coordinator (NPGA) (represented) to Assessor’s Mapping Supervisor (NPGA) (represented) and reallocate the salary from Salary Plan and Grade ZA5 1565 ($93,077.35 - $113,136.07) to ($99,611.37 - $121,078.22); retitle the classification of Computer Aided Drafting Operator (NPWB) (represented) to Assessor’s Mapping Technician (NPWB) (represented) in the Assessor’s Office.

 

FISCAL IMPACT:

The total annual fiscal impact of this action will be approximately 12,500, including $1,500 in benefits and pension costs. (100% Department General Fund)

 

 

BACKGROUND:

The above classifications make up the majority of the Assessor’s Drafting Division, which is responsible for developing and maintaining over 12,000 various Computer Aided Drafting (CAD) and Geographic Information Systems (GIS) maps and mapping layers. The division publishes map services, analyzes spatial data using mapping software, performs data analysis, and presents geographically based data in map form. It also creates Assessor’s property maps and other graphical reports for property assessment, and distributes datasets to the public as well as to federal, state, and local agencies-including creating the base maps and fabric relied upon for the County’s GIS system.

 

The industry and technology used to perform these duties and tasks have progressed and changed rapidly over the last few years. As such, the Department has requested that the Human Resources Department conduct a classification and salary study for the Drafting Services Coordinator (NPGA) (represented) and the Computer Aided Drafting Operator (NPWB) (represented) classification.

 

The study found that significant revisions to both class specifications were warranted and supported retitling both classifications. The study further showed that the revised and retitled Contra Costa County Assessor’s Mapping Technician (NPWB) falls slightly above the market median, while the newly revised and retitled Assessor’s Mapping Supervisor (NPGA) is 7.02% below the market median. Based on these findings and due to the significant revision to the classification, the Human Resources Department recommended increasing the Assessor’s Mapping Supervisor (NPGA) salary by 7.02%. No salary changes were recommended for the Assessor’s Mapping Technician (NPWB) classification.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the titles of the classifications will remain outdated, and the salary for Assessor’s Mapping Supervisor (NPGA) remain below comparable classifications within other comparable Bay Area agencies, and it may be difficult to recruit and retain future qualified and talented individuals.
