RECOMMENDATIONS:

APPOINT Chief Melissa Klawuhn to the Local Law Enforcement Public Entity Seat on the Racial Justice Oversight Body with term ending December 31, 2027.

BACKGROUND:

The Racial Justice Oversight Body (RJOB) was established by the Contra Costa County Board of Supervisors to oversee the implementation of the recommendations made by the Racial Justice Task Force, and accepted, as specified, by the Board of Supervisors. RJOB members include Ex-Officio members who serve during their terms of office or appointment (i.e. Sheriff, District Attorney, Public Defender, Chief of Probation). Members of the Body also include those appointed by the Board of Supervisors (i.e., Public Entity Members, Community-Based Members, and Alternate Community-Based Members) who shall have two-year terms beginning on the date of appointment by the Board unless otherwise stated.

 

The RJOB has five (5) Appointed Public Entity Members, each appointed by their respective public institutions or organizations:

 

                     One (1) representative from the Superior Court, as a non-voting member;

                     One (1) representative from a local law enforcement agency, nominated by the Contra Costa County Police Chiefs’ Association;

                     One (1) representative from the Contra Costa County Office of Education;

                     One (1) representative from a Local School District;

                     One (1) representative from Contra Costa County Health Services Department.

 

Of these, there is one current vacancy, the representative from a local enforcement agency. This action is to appoint the individual to the seat representing a local law enforcement agency, in accordance with the RJOB bylaws. Chief Melissa Klawuhn from the Pinole Police Department has been recommended for this appointment by the Contra Costa County Police Chiefs’ Association. If appointed, her term will expire December 31, 2027 along with all other Public Entity Representative Members.

 

CONSEQUENCE OF NEGATIVE ACTION:

If members are not appointed, Racial Justice Oversight Body meeting and activities may be delayed due to the open seats.
