RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment, effective December 1, 2025, with the Oakland Private Industry Council, Inc., to increase the payment limit by $106,544 to a new payment limit of $929,471, to provide administrative and operational support to the East Bay Planning Unit, and to extend the Contract term from December 31, 2025 to December 31, 2026.

 

FISCAL IMPACT:

 

100% Federal Workforce Innovation and Opportunity Act (WIOA) funds which are budgeted for FY 25/26. Catalog of Federal Domestic Assistance # 17.258, 17.259, 17.278.

 

BACKGROUND:

 

Oakland Private Industry Council, Inc. employs, supervises and provides employer of record services for EASTBAY Works (EBW), who will provide direct coordination and system building services to the East Bay Regional Planning Unit (EBRPU)/EBW: provides contracting and payment for staff travel, communications, supplies, phone, and resource development as determined necessary by the Workforce Development Boards of Contra Costa County (WDB); maintains EBW Job Seeker 800 phone number; provides and maintains technology support for EBW website; and provides administrative and operational support to EBRPU/EBW. Costs are split amongst the four (4) Regional Planning Unit members: WDB, Alameda County, City of Oakland, and City of Richmond.

 

On June 25, 2024, the Board of Supervisors approved extending the contract to December 31, 2025; some funds were also added at that time.

 

CHILDREN'S IMPACT STATEMENT:

 

The services provided under this contract support all five of Contra Costa County’s community outcomes: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families.”

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The County, through the Employment and Human Services Department’s WDB, will not meet the requirements of the WIOA legislation, nor will they benefit from economies of scale and resource leveraging to carry out responsibilities on behalf of the EBRPU.
