Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-738-1 with International Rescue Committee, Inc., a non-profit corporation, in an amount not to exceed $573,946, to provide Measure X funded mental health services for children and young adults up to age twenty-six (26) who are lesbian, gay, bisexual, transgender, queer, intersex and plus (LGBTQ+) and residing in Central and East Contra Costa County for the period July 1, 2026 through June 30, 2028.
FISCAL IMPACT:
This Contract will result in contractual service expenditures of up to $573,946 over a 2-year period and will be funded 100% by Mental Health Measure X Funds.
BACKGROUND:
This Contract meets the social needs of the County’s population by providing Measure X funded mental health services to school-aged children and adolescents ages six to eighteen (6-18), and young adults up to the age of twenty-six (26) who are LGBTQ+ and residing in Central and East County. Contractor’s services include but are not limited to providing mental health services through individualized youth case management services and monthly community connection workshops. Measure X is a half-cent Countywide sales tax that the Measure X Community Advisory Board (MXCAB) recommended to the Board of Supervisors. The Board of Supervisors placed the sales tax proposal on the November 2020 ballot before voters with the goal of providing local funds for local priorities. The tax was passed on November 3, 2020, and generates approximately $120 million each year to support a variety of County mental health services. This Contractor has provided mental health services for the County since November 1999.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the contract are upheld. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. A Request for Proposal (RFP) for the specified services was issued by Public Works in December 2024, outlining the scope, requirements, and evaluation criteria for qualified service providers.
On November 18, 2025, the Board of Supervisors approved Contract #74-381 with International Rescue Committee, Inc., in an amount not to exceed $281,346, for the provision of Measure X funded mental health services to support vulnerable populations up to 26 years of age in Contra Costa County for the period July 1, 2025 through June 30, 2026.
Approval of Contract #74-738-1 will allow the Contractor to continue to provide Measure X funded mental health services through June 30, 2028. This Contract is delayed due to waiting on updated documentation from Contractor.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, underserved youth and young adults in Central and East County will not have access to Contractor’s program services.
CHILDREN’S IMPACT STATEMENT:
This Measure X funded mental health services program supports the following Board of Supervisors’ community outcomes: “Children and Youth Healthy and Preparing for Productive Adulthood”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
