Report Title:                      Contract with TLG Enterprises, Inc. d/b/a BLR Visual Communications for On-Call Signage Design, Fabrication, and Installation Services, Countywide.

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with TLG Enterprises, Inc. d/b/a BLR Visual Communications in an amount not to exceed $1,500,000, to provide on-call signage design, fabrication, and installation services at various County sites and facilities, for the period of November 3, 2026 through November 2, 2031, Countywide.

FISCAL IMPACT:

Facilities Maintenance Budget. (100% General Fund)

BACKGROUND:

The Public Works Department, Facilities Services, is responsible for the maintenance and repairs of all County properties. Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County buildings and grounds, which includes the installation, repair, and replacement of signage used throughout County sites and facilities.

Facilities Services requires on‑call signage design, fabrication, and installation services to support Countywide operational needs. County staff do not possess the specialized equipment, materials, or fabrication capabilities needed to produce durable interior and exterior signage, nor do they maintain the technical expertise required for ADA‑compliant, wayfinding, regulatory, safety, and custom‑designed signage. Professional signage fabrication ensures consistent quality, compliance with building and accessibility standards, and timely installation. The demand for new and replacement signage regularly exceeds internal staffing capacity, and the use of experienced contractors allows Facilities Services to respond quickly to departmental requests, ensure uniformity across County sites, and maintain safe, clearly marked public buildings.

The Public Works Department recently conducted a formal solicitation for signage design, fabrication, and installation services in February of 2026. The Request for Proposal was originally bid on Bidnet Direct #RFP_F-CONTR-0000000148. After thorough evaluation of the bids received, TLG Enterprises, Inc. d/b/a BLR Visual Communications was one of three contractors awarded for these services. This contract will have a term of five (5) years, and the contract payment limit will be $1,500,000.

Facilities Services is requesting approval of a contract with TLG Enterprises, Inc. d/b/a BLR Visual Communications for the term November 3, 2026 through November 2, 2031, in the amount of $1,500,000.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, signage design, fabrication, and installation services with TLG Enterprises, Inc. d/b/a BLR Visual Communications will not be able to begin, and future signage projects will not be completed in a timely manner.
