Report Title: Revenue Agreement #29-492-3 (third amendment) with California Department of Aging

RECOMMENDATIONS:
ADOPT a resolution to approve and authorize the Employment and Human Services Director, or designee, to execute an agreement amendment with the California Department of Aging, to increase the payment limit by $264,902 for a new total not to exceed $1,091,948 for the CalFresh Health Living Supplemental Nutrition Assistance Program - Education in Contra Costa County with no change to term.
FISCAL IMPACT:
$264,902 is 100% funded by Federal funds; all of which will be budgeted in FY 25-26 via Agreement CF-2223-07-A3
BACKGROUND:
Supplemental Nutrition Assistance Program - Education (SNAP-Ed) is part of the CalFresh Healthy Living Program in California which is funded by the U.S. Department of Agriculture to improve the health of low-income persons aged 60 and older by providing evidence-based nutrition education and obesity prevention services. The Area Agency on Aging (AAA), a division of the Employment and Human Services Department (EHSD), implements the program by contracting with a community-based agency to provide services directly to low-income older adults to improve nutritional health, disseminate nutrition education literature and information, and deliver evidence-based activities that improve health. Through this Agreement, low-income older adults in Contra Costa County can continue to receive SNAP-Ed services from October 1, 2022, through September 30, 2025. The original Agreement was approved by the board on November 1, 2022, C.24 for $585,201; the board approved a first amendment on June 13, 2023, C.94 for $16,543; a second amendment was approved on June 25, 2024, C.98 for $225,302. This action is to approve a third amendment to receive additional funds in the amount of $264,902 with no change to the term.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County will not be able to provide additional nutritional health and obesity prevention education services for low-income older adults.

IN THE MATTER OF Agreement Number CF-2223-07-A3 between the California Department of Aging and Contra Costa County.
WHEREAS, the Federal Supplemental Nutrition Assistance Program (SNAP), known as CalFresh Healthy Living in California, includes educational services (SNAP-Ed) to deliver evidence-based projects and interventions to assist lower-income individuals on a limited budget access healthy food, live healthier lives, and move towards self-sufficiency, and
WHEREAS the Agency on Aging division in the Employment and Human Services Department administers SNAP-Ed in Contra Costa County by subcontracting the program to a local agency to deliver services directly to eligible persons in the community, and
WHEREAS, on November 1, 2022, the Board of Supervisors adopted Resolution No. 2022-367 authorizing the Employment and Human Services Department Director to sign Agreement CF-2223-07 with the California Department of Aging for $585,201 to deliver SNAP-Ed services in Contra Costa County and provide residents aged 60 years and over an opportunity to participate in evidence-based nutrition education and obesity prevention programs, and
WHEREAS, through Agreement Number CF-2223-07-A1, the County’s SNAP-Ed agreement with the California Department of Aging was amended to include a first round of additional funding in the amount of $16,543,
WHEREAS, through Agreement Number CF-2223-07-A2, the County’s SNAP-Ed agreement with the California Department of Aging was amended to include a second round of additional funding in the amount of $225,302, and
WHEREAS, through Agreement Number CF-2223-07-A3, the County’s SNAP-Ed agreement with the California Department of Aging is amended to include a third round of additional funding in the amount of $264,902 with no change to term October 1, 2022, through September 30, 2025.
NOW, THEREFORE, BE IT RESOLVED the Contra Costa County Board of Supervisors approve and authorize the Employment and Human Services Director, or designee, approved by County Counsel as to form, to sign Agreement Number CF-2223-07-A3 amending County’s agreement with the California Department of Aging for SNAP-Ed and accept additional funds of $264,902 for a new agreement payment limit of $1,091,948.
